Study On The Influence Of Cultural System Reform On Economic Growth

The impact of deregulation on economic growth has always been one of the key research topics in the field of institutional economics.As a policy of deregulation in the cultural field,the reform of cultural system not only has the characteristics of long duration and wide coverage,but also has strong local Chinese characteristics.Therefore,it is the most appropriate research object of this paper.The reform of China’s cultural system began roughly after the 21st century,with two pilot policies of cultural system reform in 2003 and 2006 as the main representatives.The reform policies and achievements have been continued up to now,and have been continuously supplemented and developed with the change of times.In this context,this paper demonstrates the influence of cultural system reform on economic growth from theoretical and empirical dimensions,and tries to reveal its influence mechanism.This paper reviews the economic literature related to system,deregulation and cultural system reform,and finds that all of them have significant effects on economic growth.However,there is still less literature on how cultural system reform affects economic growth.Therefore,on the basis of previous theories,combining with the actual situation of cultural system reform,this paper analyzes the influence mechanism of cultural system reform on economic growth and its possible regional and industrial heterogeneity,and puts forward the basic theoretical hypothesis,influence mechanism theory hypothesis and heterogeneity theory hypothesis of this paper.In empirical aspect,this article uses between 2000 and 2018,China’s 259 cities data and manual to collect the reform of the cultural system of variable data,taking cultural system reform as the core explanatory variable,taking multiple phase double difference method,respectively,verify whether the reform of cultural system influence and its effect on economic growth mechanism and the heterogeneity.The empirical research results show that:First,regardless of whether the control variables are included,cultural system reform has a significant positive impact on economic growth,which verifies the basic theoretical hypothesis of this paper.Second,important control variables such as utilization of foreign capital,financial support,cultural resources,and human capital also have significant positive effects on economic growth,but the regression coefficient of the proportion of fixed asset investment is negative,indicating that the economic structure that over-relies on fixed asset investment is not conducive to economic development.Thirdly,the regression results of influence mechanism show that the cultural system reform will improve the economic structure,improve development efficiency and promote economic growth by improving the utilization level of foreign capital,financial support,cultural resources,human capital and reducing the proportion of fixed asset investment in total output.Fourthly,the heterogeneity results show that the cultural system reform has regional heterogeneity and industrial heterogeneity.Specifically,it affects inland areas more than coastal areas,and it has a significant positive effect on the secondary and tertiary industries,but a negative effect on the primary industry due to the possible industrial structure adjustment effect.In addition,this article also made parallel trend test,replace the explained variable test and counterfactual test respectively.These tests verify that the empirical results of this paper are robust and effective.In the parallel trend test,it is also found that the impact of cultural system reform on economic growth has the dynamic characteristics of changing from slow to fast and then from fast to slow due to the time lag and the law of diminishing marginal returns.Finally,based on the above theoretical analysis and empirical results,put forward some policy suggestions for the future direction of cultural system reform and regional economic development:First,the coastal areas should appropriate transformation of the mode of utilization of foreign capital,in order to improve the efficiency of utilization of foreign capital,and inland region should continue to provide preferential policies to increase the introduction of foreign capital policy support.Second,increase government financial input in related fields,raise the level of cultural resources,improve the social and cultural environment,perfect local education system,and promote the cultivation of human capital.Third,we should combine the reform of the cultural system with the reform of the economic field,promote the adjustment of the industrial structure to the direction of diversification,and improve the overall industrial competitiveness of the region.Fourth,we need to promote the implementation and development of reform in a step-by-step manner in light of specific local conditions.
