Rural public cultural facilities are important material facilities for rural residents and meet their cultural need,as well as important carriers for publicity,education and mobilization of the masses.With the national attention to cultural development,S County of Henan Province has improved the supply of public cultural facilities to meet the growing cultural needs of the people.But as the constraints of financial income and expenditure level,public management concept and other factors,S County of Henan Province still has deficiencies in the construction of rural public cultural facilities,and there is still a big gap between the construction and development of urban public cultural facilities.In order to provide public cultural facilities that fully meet the needs of rural residents.Guided by the theory of network governance,this paper has a deep understanding of the relevant experiences and feelings of the villagers by using questionnaires and interviews.Due to the imperfect network framework design,unimpeded connection between the main body,imperfect construction responsibility mechanism and insufficient governance ability,so there is out of fund in cultural facilities construction of rural public in S County of Henan Province.Facilities are not perfect,low utilization rate;Cultural facilities can’t meet the cultural needs of residents.Based on the theory of network governance,S County should perfect the design of network framework.Strengthen the bonds of connection between the various subjects;Establish and improve the relevant responsibility mechanism;Improve the governance ability of construction,so as to improve the effectiveness of the construction of rural public cultural facilities.
