Research On Problems And Countermeasures Of Urban And Rural Public Cultural Facilities Sharing

With the continuous in-depth development of economy and society,the rapid development of urban and rural economy has enabled the masses to have a relatively rich material life.With the improvement of material living standard,people's demand for spiritual and cultural life is increasing day by day,especially rural residents,Therefore,China vigorously promotes the construction of public cultural service system to meet people's cultural demands.However,due to the extremely uncoordinated economic and social development in China,The trend of equalization of basic public cultural services in urban and rural areas is expanding.This has become an important restrictive factor in building a well-off society in an all-round way and promoting the coordinated development of society.The construction of public cultural facilities is the material carrier for the supply of public cultural services and the prerequisite for the development of rural cultural services.Therefore,exploring the problems existing in the process of sharing urban and rural public cultural facilities and putting forward targeted strategies are the important content of narrowing the cultural gap between urban and rural areas,as well as the important measures to protect citizens' cultural rights.Systematic research,literature research and comparative research are used in this paper.Supported by the theory of urban-rural integration and the equalization of basic public services,And following the thought of seeking theoretical basis-raising problems-analyzing problems-solving problems.Firstly,the connotation of urban-rural public cultural facilities sharing is analyzed.It is believed that the realization of urban-rural public cultural facilities sharing mainly depends on the interaction of the four elements: the main body,the driving force,the supporting conditions and the coordination mechanism.Then,it concludes that China has made remarkable achievements in the process of realizing the sharing of urban and rural public cultural facilities in terms of national policy support,total amount of cultural facilities and ways of sharing funds.However,there are still some obvious problems in the aspects of inaccurate positioning of urban and rural subjects,insufficient motive force of urban and rural subjects,imperfect supporting conditions and the construction of coordination mechanism.The reason is that the basic practices and experiences of the United States,Japan,South Korea,Norway and other countries in the process of urban-rural integration are analyzed in order to seek enlightenment for the sharing of urban-rural public cultural facilities in China.Finally,the optimization strategies are put forward from the aspects of defining the main body orientation,promoting the motive force of urban and rural main body participation,improving the supporting conditions and improving the coordination mechanism between urban and rural areas.
