A Study On The Motivation Path And Effect Of Government Subsidies For Cultural Industry

Government provides subsidies to specific enterprises through various ways,which is important for the government to participate in market activities and allocate social resources directly,so as to guide the development of industry and pass on the government’s attitude.Since the government put forward the concept of "cultural industry" for the first time,it attaches great importance to environmental protection and has its own characteristics of low pollution.At the same time,its carrier--cultural products can also bring higher economic benefits to enterprises,so that the importance of cultural industry for economic development has been highlighted.In order to guide the development of cultural industry and promote the unity of social and economic benefits effectively,the government has issued a number of policies and institutions to increase the support for cultural industry.However,as a macro means of national regulation of the economy,the series of problems need further discussion whether the subsidized companies in the industry develop according to the government’s expectations,and whether they can play a leading role while becoming the industry’s leading enterprises gradually.Therefore,it is necessary to study the motivation,path and effect of government subsidies.By using the method of literature analysis,this paper summarizes the research results of scholars domestic and overseas on the impact of government subsidies in recent years firstly.It finds that the researches are mainly concentrated in new energy industries and high-tech industries,and the research on cultural industry is mainly through empirical analysis.In this paper,the externality theory,soft budget constraint theory and stakeholder theory are used for case analysis.It selects a typical company in cultural industry-Hua Qiang Fang Te from the motivation,path and effect of government subsidies for discussion.It introduces the background and development strategy of the enterprise,and expounds the motivation of obtaining government subsidies and some subsidy paths allocated to the enterprise.Then the paper evaluates the effect of government subsidies from the perspective of social benefits.Finally,combined with the results of case analysis,this paper puts forward corresponding suggestions for the cultural industry how to use government subsidy and how the government can support enterprises better.Hua Qiang Fang Te is a typical enterprise representative of Chinese tourism and film and television industry in cultural industry.Based on this,this paper concludes that government subsidies play an important role in promoting the social benefits,and striving to improve the unity of social benefits and economic benefits.At the same time,the enterprise should also be aware of some potential risks and development priorities so as to improve the utilization efficiency of financial funds.Therefore,both from the perspective of the government and the company,it is necessary to optimize the path of government subsidies.On the one hand,enterprises can achieve long-term sustainable development;on the other hand,the government can improve the subsidy system to strengthen the construction of socialist culture further with Chinese characteristics.
