Research On Government Subsidy Performance In Film And Television Industry

In the national “13th Five-Year Plan” strategic emerging industry development plan,it advocated vigorously building a new modern industry system and proposed the concept of “digital creative industry” for the first time.As part of the cultural industry,the film and television industry occupies an important position in the process of building a digital creative industry.In recent years,the government has successively introduced relevant fiscal and taxation subsidy policies to promote the development of the film and television industry,diversified subsidies,and the amount of subsidies has reached record highs.Therefore,the impact of government subsidies on the performance of film and television enterprises is of great research value.The impact of government subsidies on film and television enterprises is necessary to conduct in-depth analysis and discussion.This is also the focus of this paper.This paper first introduces the research background and research ideas,and reviews the relevant theories and research results of government subsidy performance evaluation at home and abroad.The results of scholars' research indicate that the evaluation of firm performance needs to combine the industry characteristics of the firm and the strategic goals of the firm and stakeholders.Therefore,this paper then sorts out the characteristics of the film industry and the purpose of government subsidies,and believes that the film and television industry has the characteristics of market and social welfare,and unstable earnings.The government's subsidy to the film and television industry is to encourage film and television enterprises to produce high-quality works,promote the combination of high-tech and film and television works,to revitalize the film and television industry,and promote the transformation and upgrading of the film and television industry.According to the characteristics of the film industry and the purpose of government subsidies,this paper constructs a government subsidy performance evaluation system for the film and television industry.The performance evaluation system consists of two levels.The first level is the sub-item performance evaluation,including financial performance and cultural performance.The second level is the comprehensive performance evaluation,which uses the data envelopment analysis method.The article further uses the case analysis method to study Huayi Brothers as the research object.Firstly,it analyzes the financial performance and cultural performance of Huayi Company,then uses the data envelopment analysis method to select appropriate input and output indicators,analyzes the data of 13 listed companies in the same industry,and compares the comprehensive performance of the case company with the industry.The average level is comparatively analyzed and the results are obtained.The research results show that government subsidies have a certain positive impact on the financial performance of film and television enterprises;the cultural performance of enterprises has been improved after receiving government subsidies;government subsidies have improved the overall efficiency of film and television enterprises.According to this paper,the paper puts forward suggestions:(1)For film and television enterprises: government subsidies obtained by reasonable allocation should be used to strengthen management level;government subsidies should be used to establish competitive advantage and reduce dependence on government subsidies;(2)for policy makers In terms of: the form of government subsidies in the film and television industry should be increased to improve the efficiency of government subsidies;the distribution of government subsidies should be screened to accelerate the transformation and upgrading of advantageous enterprises.
