A Research On China’s Traditional Craftsmanship Policy From The Perspective Of Intangible Cultural Heritage Safeguarding

The safeguarding of intangible cultural heritage（ICH）is one of the important issues in international cultural practice today.Since China acceded to the UNESCO Convention for the Safeguarding of Intangible Cultural Heritage,China has embarked on comprehensive actions at the international and national levels.In the process of integrating the safeguarding of ICH into the national governance system,the establishment and improvement of the policy system play a crucial role.China’s intangible cultural heritage resources are rich and its survival situation is complicated.As one category of intangible cultural heritage,traditional craftsmanship contains unique creative experience and aesthetic taste,rich cultural deposits,superb artistic character and technical level.Traditional craftsmanship policy is an crucial way and intermediate link between traditional craftsmanship safeguarding and national cultural governance.It not only strengthens the viability of traditional craftsmanship,but also makes it become a positive driving force of cultural development and even social change.Viewing the safeguarding of intangible cultural heritage as the research field,this paper uses the relevant theories and methods of anthropology,policy science and art to research the Chinese traditional craftsmanship policy.The paper is divided into five parts.The first part summarizes the connotation of traditional handicraft from the perspective of intangible cultural heritage safeguarding from the aspects of concept,characteristics,cultural function and social significance,as well as heritage value,which defines the research object of this paper.Based on UNESCO the convention on the safeguarding of intangible cultural heritage,The second part introduces the international background of the policy safeguarding of traditional craftsmanship and the safeguarding practices in states parties,clarifies the connection between the safeguarding of traditional craftsmanship at home and the safeguarding of ICH internationally,and analyzes the reference of domestic traditional craftsmanship policy at the international level.The third part analyses the Chinese traditional craftsmanship policy at the national level,including its development process,policy characteristics and evolution law,so as to have an overall and systematic grasp of the Chinese traditional craftsmanship policy.Taking the safeguarding of Qingtian Stone carvings,Quyang and Chinese medicine in Ningbo as cases,the fourth part divides the local traditional craftsmanship policies into three types with element,region and category,summarizes their applicability,advantages and limitations respectively.The fifth part summarizes the successful experience and existing problems of Chinese traditional craftsmanship policy and puts forward countermeasures and suggestions.
