Difficulties And Solutions Of Township Procuratorial Office Construction Accredited To Procuratorial Authority

Procuratorial authority is the national organ of legal supervision.With the deepening implementation of current judicial system reform,the reformation of township economic system and operation mechanism,the transformation of collective interest distribution and the diversified demands in the common people’s lives,contradictions among the people are becoming sharper and sharper,and grass-roots township are gathering numerous conflicts of interest.Procuratorial authority’s supervision methods for the grass-roots first-level townships can not keep up with the current development,and is really in straitened circumstances.According to Chinese current laws and rules and institution organization regulations,most grass-roots procuratorial authorities only cover the first-level county administration organization,leaving a certain "vacancy" situation of law supervision to the bottom administration organizations such as streets,towns and villages and their working staffs.It is one of the effective methods for the above solutions to transfer procuratorial authorities’ work focus to lower levels and set up township procuratorial offices;and it is also a reasonable method for procuratorial authorities to keep pace with the times and innovate on social management work.Studying how to better build township procuratorial offices and serve for grass-roots township economic and social development is of momentous current significance and able to offer theory and practical significance for further development of supervision work.The article takes historic development of township procuratorial office as breakthrough point,expounds the practical requirements and development situations of current township procuratorial offices,observes the difficulties and causes for township procuratorial office construction,and eventually,by learning experiences from Hong Kong Independent Commission Against Corruption(ICAC),puts forward solution suggestions of how to solve difficulties in township procuratorial office construction.
