The Research On Approaches Of Government Procurement Pension Service Based On Cost-benefit Analysis

With the growing number of the elderly,the Management to buy old-age service practices continue to develop,the purchase of endowment services are gradually diversified,but because the central government to purchase old-age service does not make specific policies and norms,the choice of purchasing more old-age services random.It is of theoretical and practical significance to make a cost-benefit analysis on the choice of the government purchase method to decide the appropriate purchase way on the basis of sorting out the manners to purchase the old-age service by the local government.This paper uses the theory of government purchase and the literature analysis to sort out the government purchase practice in order to understand the manners to buy the old-age service purchased by the government in our country and comb the five kinds of government purchase in our country,The paper uses the ways of welfare economics and the cost method to solve the existing purchasing methods based on the PDCA model.Then,based on the PDCA model,Of the government purchase of old-age service mode cost analysis,and then determine the factors affecting the choice of factors to optimize the cost to achieve cost-effective optimal.Based on the theoretical support and the application of the ways,the paper thinks that the most cost-effective way to make the government purchase the old-age service is to decrease the decision-making expenditures of the government purchase mode,that is,how to decide the appropriate range of each purchase method.Therefore,the paper puts forward the following policy recommendations: formulate the scope of application of government purchase of old-age service,formulate practical and detailed policy to refine the government purchase process,improve the information transparency of government purchase of old-age service,establish independent third-party supervision Evaluation institutions and the establishment of strict government procurement of old-age service evaluation index system.
