Mutual-construction And Mutual-development Of The Community Of Shared Future For Mankind And The United Nations

Conceptually,"community" and "society" are different and related.On the basis of contract-oriented social order,they emphasize more self-identity and value identification,i.e.they emphasize on "we".The international community is the result of the international symbiosis that has been further developed.Practically,the phrase of "the international community" has immense political functions.It’s the vision of a better future for mankind,and it’s the expression of social movements those are aimed at improving the human conditions and to justify itself.In historical practice and theoretical research,the international community has two progressive meanings.The first one is to describe the increasingly common globalization,the international common life,and its evolving trend.The second is to propose the establishment of an international governing institution for the need of common life to achieving common goals and common interests.In other words,the international community is the governance of international common life.The Community of Shared Future for Mankind describes the growing interdependence in the international community.The forming international community and its trend tell us that it’s not about "you and me ",but "us" who share joys and sorrows,and even the common destiny.Therefore,we call on all countries to work together to build a human community of shared destiny,to build a world of enduring peace,universal security,common prosperity,openness and inclusiveness,as well as clean and beautiful.Consequently,the Community of Shard Future for Mankind,has been proposed by China based on the gradual progress from international society to international community,and it’s the ideology of global governance,which is the China’s ideal and solution under the new situation and new challenges of deepening globalization.The aim is to build a more effective global governance institution,to innovate and develop global governance.As a governance form,the international community must be based on international organizations.The United Nations is the only international organization that is truly global,whose function covers the areas of peace and development of human society,and it’s the center of global governance.What’s more,aim of the United Nations is to develop the common interest of mankind,and it’s highly similar to the value of community of shared future for mankind.To some extend,The United Nations has basically built a human community,and it has laid a good foundation for the establishment of the community of shared future for mankind.Nevertheless,the United Nations has not achieved yet,owing to its immanent imperfection and hysteresis quality.In terms of content,the reform of the United Nations is to build a consolidated security community and a sound developed community.Formally,it is necessary to construct a sound global governance mechanism.Those are well matched with the goals of the community of shared future for mankind.To sum up,The aim of the UN reform is to establish a international community,to implement effective global governance in keeping with the new situation of globalization.Therefore,It is feasible to build a community of shared future for mankind in the way that promotes the reform of the United Nations.However,The differences of national interests and national values make it difficult for UN reform to make progress.The ideology of the symbiosis and overall governance of the community of shared future for mankind offer a new way of reform for the United Nations:to expand the scope of the United Nations system based on community interests,to improve the United Nations system in responsibility community,and at last to develop the United Nations to be a supranational organization with the concept of human community of shared future.In this way,the goal of the UN reform and the establishment of the Community of Shared Future for mankind will be realized.
