A Study On Collaborative Governance In The Construction Of Civilized City In Shihezi

With the development of reform and opening up in the past 40 years,the process of urbanization has been accelerated.China’s urban construction not only pursues a material leap,but also requires a breakthrough in the construction of spiritual civilization.The establishment of a civilized city is the embodiment of a city’s urban management ability,comprehensive competitiveness and sustainable development potential.It is of great significance to improve the level of urban civilization,the quality of citizens’ civilization and the quality of people’s life.Building a civilized city is a mass spiritual civilization construction activity,which requires the participation of multiple urban subjects.The participation attitude,participation way and participation degree of each subject all affect the final result of chuangcheng.At present,shihezi has made some achievements in the creation of civilized cities,and has been awarded "national civilized city" for two consecutive times,which is closely related to the joint efforts of all urban subjects.However,due to the low coordination between the government and other city-creating entities,problems still exist in the process of cooperation or participation,such as weak internal team building and overall linkage within the government,insufficient motivation for enterprise creation,limited auxiliary role of non-profit organizations,and low participation of citizens.There are three reasons for this.First,some of the government’s policy on city creation violates the interest demands of enterprises,non-profit organizations and citizens,and both sides have interest conflicts.Second,some departments in the government and other subjects outside the government do not have a correct understanding of the activities of the creation of civilized cities,and there are differences in the implementation.Third,the lack of necessary communication between the main body,there is no appropriate and stable communication platform and mechanism.This paper points out that in the process of shihezi civilized city,the government,as the initiator and supervisor of activities,has problems of large and small synergy with enterprises,non-profit organizations,citizens and other urban subjects.This paperanalyzes the reasons for the low coordination among the subjects,and gives corresponding solutions.Hopefully,it can provide a useful framework for all parties to cooperate to create civilized cities in the future.
