Research On The Improvement Of Supervision System Of Supervisory Organs In The New Situation

In order to push forward the anti-corruption work,the Party Central Committee made a major decision to deepen the reform of the State supervision system.In March 2018,the National People’s Congress adopted the Constitution(amendment)and the Supervision Law of the People’s Republic of China(hereinafter referred to as"the supervision law"),stipulating the establishment of supervision committees at all levels to be exclusively responsible for state supervision,it has been granted 12 supervisory powers by law to supervise all public officials who exercise public power,greatly expanding the scope and powers of the Supervisory Committee.With the strengthening of supervisory power,Discipline Inspection and supervision cadres use their power to break the law and commit crimes from time to time,how to effectively supervise the use of power by the Supervisory Committee has become the focus of social concern and theoretical research.The supervisory committee is a newly created national institution.There are few targeted studies by domestic and foreign scholars.The relevant legal provisions of the Constitution(amendment)and the supervisory law are more principled and broad,there is a lack of practical guidance.Combining with his own work practice and taking problem as the Guide,the author studies how to perfect the supervision system of the supervision organ under the new situation,this paper introduces the relevant concepts and the functions and powers of China’s supervisory organs,and then analyzes the current supervisory system of China’s supervisory organs from two aspects of the same body supervision and six aspects of the different body supervision,the three main problems of the current supervision system are put forward.Finally,focusing on the improvement of internal control mechanisms,the improvement of the supervision system of the same body,the improvement of internal supervision laws and regulations,and the construction of internal party regulations and systems,from the three aspects of strengthening heterogeneous supervision and forming the resultant force of supervision,this paper puts forward eight research proposals with pertinence and practical significance for the improvement of the supervision system of supervisory organs,with a view to improve a series of supervision system norms and laws and regulations to provide reference.
