Building A Financial Intelligent Management System:A Case Study Of A Municipal Police Department

Since January 1st,2019,the Government Accounting Standards has been fully implemented of administrative institutions nationwide.Government accounting has changed the accounting method,which has increased the difficulty and workload of financial personnel.Simultaneously,the internal control management requires to improvement of the system process design,thereby reducing the human factors in the financial management.However,basic units generally have problems such as few professional financial personnel,weak foundation of financial informatization,and heavy dependence of financial management mode on human resources,which makes it diffcult to meet the requirements of the new system and internal control.If these problems cannot be solved effectively,it will affect the implementation effect of government accounting system.In China,the government attaches great importance to the technological advancement and industrial development of Artificial Intelligence which has risen to the national strategy.Under the background that Artificial Intelligence has been widely used in the financial field,this paper takes the financial intelligent management system project of A City Public Security Bureau as the research object,focusing on the project construction scheme and management strategy applied by Artificial Intelligence in the field of government financial management.Firstly,based on the in-depth investigation of the financial management status of the A City Public Security Bureau,the problems in business management and information construction are diagnosed.Secondly,according to the analysis of the problem,the financial intelligent management system project plan is proposed,including business solution and system construction plan,relying on "Robotic Process Automation" for self-reporting,intelligent auditing,automatic accounting,electronic filing,regulatory early warning,decision analysis and other management applications.Furthermore,according to the construction objectives of financial intelligent management system project,the project management strategy has been comprehensively formulated from the aspects of project scope,schedule,cost,human resources and risk management,to ensure the implementation of the project plan in the A City Public Security Bureau.Through building and applying financial intelligent management system and substituting machines for labour,A City Public Security Bureau Establish standard operating procedures,which improves efficiency while reducing human factors,effectively strengthens financial internal control management,and promotes rapid implementation of government accounting reforms.Through the study of the application scheme and implementation strategy of Artificial Intelligence in the financial management of A City Public Security Bureau,this paper not merely can help tackle the financial management problems faced by the A City Public Security Bureau,such as the difficulty of reform and heavy human dependency,but also has some reference significance for other government agencies to handle similar financial management problems.
