Research On Infrastructruel Project Management Financial Management Of A Institute

In condition of the rapid development of national defense science and technology industry in China,the national investment in military science and technology research units has increased tremendously,especially in the field of military infrastructure.Because of the large amount of investment,long cycle and high risk of military infrastructure projects,the state has put forward higher requirements for the management of infrastructure projects.According to the current situation of investment management of infrastructure projects in military engineering research institutes in China,it is impossible to achieve effective control of the project,especially in the financial management of infrastructure projects,which has become a weak link in the current project management of scientific research institutes and has a significant impact on the project construction.Based on the interpretation of the relevant documents on project investment management in the current state,and the related theories formed by domestic and foreign scholars in the management of capital construction projects,through the analysis of the financial management methods of different types of capital construction projects based on A Institute,In the financial management of state-funded projects,it has some foundation and experience,but it still needs to be consolidated and strengthened in the process of follow-up project construction.There are still some deficiencies in financial management of industrialization projects and self-financing projects.Combined with the current financial management environment of construction projects in A Institute,according to different types of management of infrastructure projects,this paper makes a detailed analysis from the perspective of financial management.This paper expounds the problems existing in fund raising,accounting,information transmission and post-evaluation of infrastructure projects in A Institute,and analyses the causes of these problems.Detailed formulation is made from four aspects: Improving capital management,accounting methods,strengthen financial integration of capital construction projects and post-evaluation of infrastructure projects.The financial management plan will improve the financialmanagement level of the capital construction project of Institute A,from capital flow to daily business accounting,and at the same time,combining with information transmission and post-project evaluation,the role of financial management will be fully played in the construction of infrastructure projects,which will provide a better improvement for the capital construction project management of A Institute and management plan of military engineering research units.Finally,from the point of view of infrastructure projects management,four safeguard measures are put forward,including organizational structure,system improvement,human resource management and strengthening archives management to ensure the effective implementation of the financial management of infrastructure projects and to protect the implementation of future infrastructure projects.
