Study On The Problems And Countermeasures Of Building A National Civilized City In Type Ⅱ Big City

The report of the 19 th National Congress of the Communist Party of China points out that the main contradiction of our society in the new era has been transformed into "the contradiction between the growing needs of the people for a better life and the unbalanced and inadequate development".The change of the main contradiction also puts forward higher requirements for the construction of civilized cities,that is,to attach importance to the continuous development of material civilization,but also to promote the development of spiritual civilization to a higher level.To build a national civilized city is an important part of the modernization of the national governance system and governance capability.In the context of urbanization in China,as a large-scale type II City,its population scale still has a large space to improve.The activities of building a national civilized city provide a rare opportunity to improve urban infrastructure,improve the quality of public services,enhance the image and comprehensive competitiveness of the city.In this context,it is of great theoretical and practical value to study the construction of national civilized city of type II big city.This study takes Anyang City as a sample,using the theory of polycentric governance,refined management and other related theories as tools,through questionnaire survey,literature research,empirical analysis and other methods to study the problems and Countermeasures in the construction of civilized city.First of all,the concept and connotation of national civilized city and the definition and characteristics of type II big city are summarized.This paper analyzes the significance and necessity of building a civilized city for the future sustainable development of type II big cities.Secondly,on the basis of combing the process of the establishment and development of civilized cities in China,the main content and evaluation system of civilized city evaluation standards are analyzed.It is pointed out that with the continuous development,enrichment and improvement of the content of building a civilized city,it has a positive role in promoting the development of urban economy,society,environment,education and people.Third,review the establishment process and development status of Anyang national civilized city,and analyze the main measures and effects in the process of building national civilized city.Fourthly,by means of data collection,questionnaire survey,data analysis and other methods,thepaper analyzes the main problems existing in the process of establishing a national civilized city in Anyang City,including poor linkage between departments,insufficient publicity,low participation of citizens,low refinement of urban management and weak links in infrastructure construction In the aspect of propaganda,citizen quality,urban management,community work and voluntary service,the causes of the problems are analyzed.Finally,in order to promote the sustainable development of type II big cities,the paper puts forward some policy suggestions on how to build a national civilized city by strengthening publicity and education,improving the comprehensive quality of citizens,strengthening urban management,promoting community construction and strengthening voluntary service.
