Study On The Problem Of Land Xinfang Work In Hi-Tech Industrial Development Zone Of Anshan City

In 2013,the third plenary session of the eighteenth central committee of the communist party of China worked through "certain major decision on comprehensive deep innovation",it proposes to resolve social contradiction system.The theory is put forward for the present outstanding problems faced by China’s transformation,which is the strategy of social contradictions.Land is the foundation of people’s survival;it is the vital interests of the people.With the deepening of the urbanization,industrialization,land interests circulate between some subjects,but the process is more likely to trigger social conflicts.With the developing of Anshan urbanization,industrialization,land requisition and housing demolition is also adding.In the process of land acquisition,demolition,it produced a large number of the contradiction caused by land,exacerbated the instability of society.Because the land utility right and ownership of the house is the most important rights,so this kind of contradiction is more intense.If it is not timely and properly handled,it may lead to the higher,malignant events,such as group Xinfang,Beijing Xinfang,and caused serious influence social stability,affects the government image.Therefore,can you do the job of land Xinfang and how to do the job well became urgently to be solved for land management department?This paper,by using comparative analysis,empirical analysis,and literature analysis research to the problem at domestic and abroad through land Xinfang,explained theoretically including the concept,process and characteristics of land Xinfang,the evaluation of the advantages and disadvantages of land Xinfang theory.After a good comprehensive understanding,this article selects Anshan high-tech zone as the research object,based on the problems existing in the land the complaint to clarify,The mechanism and system of "Xinfang" is not sound,"Xinfang" personnel policy propaganda work does not reach the designated position,such problems as lack of awareness.The causes of the problem is the government attention,legal idea updating consciousness is not strong enough,low personnel quality,the land expropriation compensation mechanism is not in conformity with the social development demand,early risk warning does not reach the designated position,etc.In reference to the Xinjiang Fukang and Nanping In Fujian province and other urban "Xinfang",based on the successful experience,we proposed countermeasures to solve the problem of Anshan high-tech zone "Xinfang" work,which regulate "Xinfang" by government behavior,innovation mechanism,etc.,especially it puts forward to establish two frontier measures such as assistance system,linkage system.
