| With the continuous expansion of the scale of China’s investment,the economy has been steadily growing,and people’s living standards have been correspondingly improved.But at the same time,people’s demand for environmental quality is also getting higher and higher,and the attention to environmental pollution has been greatly improved.Among the many factors driving China’s growing economy,the impact of foreign direct investment on domestic environmental conditions is becoming more and more significant.Since the 18 th National Congress of the Communist Party of China," fighting corruption and advocating clean government " and " fighting against pollution " have become the key points and difficulties in China’s governance,and corruption and environmental governance have also become the focus of attention of the society.For China,how will foreign direct investment affect the environment,whether the degree of corruption in a region will affect the environmental effects of foreign direct investment in the region,the answer to these questions is urgent and necessary.This paper uses the balance panel data of 30 provinces,cities and autonomous regions in China from 2007 to 2017 to construct a two-way fixed effect regression model to test the environmental effects of FDI and the impact of corruption on the FDI environmental effects from the perspective of corruption.First of all,FDI has an improved effect on China’s environmental pollution,but it has different effects on China’s east,middle and west.FDI for the central region of the environmental effect did not show,for the eastern and western regions,FDI improved the discharge of water pollutants,but increased the discharge of air pollutants.Second,the impact of corruption on different pollutants is different,and regional corruption will reduce water pollutant emissions in the region,but will increase air pollutant emissions.Third,corruption weakens the role in improving China’s environmental pollution of FDI.Corruption weakens the effect of FDI on the improvement of water pollutant emissions,but it does not have a significant effect on the improvement of FDI emissions in air pollution.Based on this,this study believes that in the process of environmental policy formulation in the future,we should strengthen the accuracy of the policy and formulate more targeted measures for the treatment of different regions and different types of pollutants.Second,in the fight against corruption,we need to strengthen efforts to improve the integrity of the government.Finally,we should improve the policy of introducing foreign direct investment,improve the standards of environmental access principles,and increase the attraction of clean and technological foreign-funded enterprises. |
