| Public welfare charity is the third distribution of social resources,which is conducive to narrowing the gap between the rich and the poor,making up for social rifts and achieving social equity.Public charity organizations are the main body of public welfare operation,and their credibility determines whether public welfare can achieve substantial development to a certain extent.Under the current background of "Internet +",as an integral part of public welfare organizations and "Internet +",network public welfare organizations play a great role in expanding citizens’ public welfare activities,expanding the forms of public welfare activities,eliminating geographical and identity constraints,and the public welfare enthusiasm of the whole people is gradually warming up.In recent years,due to the shortcomings in supervision of network public welfare organizations in China,the frequent occurrence of network public welfare disorders has brought unprecedented trust crisis to our network public welfare.On the one hand,because the development of network public welfare organizations in China is still in its infancy,it presents many uncertainties,which also brings many difficulties to the supervision of network public welfare organizations.On the other hand,because the network public welfare organizations have many natural attributes which they can not overcome,such as virtuality and personnel mobility,it is very easy to appear confusion such as unclear use of charitable funds,doubts about public credibility,and out of control of network public opinion.Therefore,the supervision of network public welfare organizations is imminent.From the perspective of responsiveness supervision theory and the necessity of the development of network public welfare organizations in China,this paper systematically analyses the problems existing in the three aspects of government supervision,social supervision,internal governance and self-discipline mechanism of network public welfare organizations in China,and then summarizes the practical difficulties existing in the development of network public welfare organizations by combining the typical representative platform of network public welfare organizations,Easy Financing.Regardingforeign advanced supervisory experience and China’s national conditions,this paper puts forward some suggestions to improve the supervision of network public welfare organizations.At the government level,we should change the concept of government supervision and improve the execution of regulatory laws and policies.On the one hand,we should cultivate the awareness of social citizens to supervise the network public welfare organizations,on the other hand,we should give full play to the regulatory role of the network,public opinion,media and third-party evaluation agencies.In strengthening the internal governance and self-discipline mechanism of network public welfare organizations,we should innovate reasonable and effective management system and gradually build the internal governance structure of network public welfare organizations.In the construction of the comprehensive supervision mode of network public welfare organizations,we should not only clarify the supervision subjects and their relations,gradually realize the coordination and linkage of multiple subjects,but also establish the information disclosure system and improve the transparency of the organization,so as to realize the professional,standardized and legal development of network public welfare organizations.The supervision of network public welfare organizations has become one of the focuses in the field of social organization research.On this basis,through the theoretical analysis of the supervision of network public welfare organizations and the practical study of the "easy-to-raise" platform,the combination of theory and practice will play a certain reference role in promoting the vigorous development of network public welfare organizations and building the ecological chain of network public welfare organizations. |
