Research On Global Negotiation Governance In Xi Jinping’s Diplomatic Thought

Since the 18th National Congress of the Communist Party of China,in the face of the complicated and ever-changing international situation and the predicament of global governance,General Secretary Xi Jinping,looking at the strategic overall situation of the world and national rejuvenation that has not been seen in a century,has put forward the proposition of firmly defending multilateralism and free trade and promoting the development of the global governance system in a more just and rational direction.In particular,in how to promote the democratization of international relations,he extended the idea of consultative democracy to the thinking of global governance,expounded the principle of global governance of " Consultation,Contribution and Shared Benefits ",and clearly put forward that "consultation dialogue" should be the main method of global governance.A combing through the important statements of General Secretary Xi Jinping can be found that he has thought about the problems in today’s global consultative governance system,and put forward a guiding strategy.These thoughts and discourses are the innovative development of applying the theory of consultative democracy to the field of international relations,which provides direction for developing countries to enhance their international discourse and rule-making rights,promote the transformation of the global governance mechanism to justice,fairness and openness with the concept of "common consultation" and further promote the construction of a community with a shared future for mankind.This paper is divided into five parts,except for the introduction.The first part is guided by the problem consciousness,analyzes the background of global negotiation governance,which contains the development of consultative democracy and global governance and the dilemma of "consultation trap","consultation risk","consultation failure" and "consultation deficit".The second part mainly describes the theoretical basis of Global Negotiation Governance in Xi Jinping’s Diplomatic Thought,and analyzes the theoretical basis from the Marxist world historical view and Marx’s community thought,the excellent traditional culture of China,and the concept of consultation in diplomatic thoughts of the leaders of China since the founding of New China.The third part explores the theoretical construction of the Global Negotiation Governance in Xi Jinping’s Diplomatic Thought,that is,what is the generating logic of the global negotiation governance,what is the main content and what is the theoretical framework.The fourth part is problem-oriented,discusses the governance path of global negotiation governance according to the difficulties of the first part.The fifth part analyzes the theoretical and practical significance of global negotiation governance.
