| The principle of neutrality of competition originated from the Australian domestic economic competition policy reform,which aims to improve the efficiency of economic operation and resolve the unfair competitive advantage enjoyed by state-owned enterprises compared with private enterprises.With the deepening of economic globalization,the issue of fair competition between state-owned enterprises and private enterprises in the world has increasingly attracted the attention of many countries and international organizations.The principle of neutrality in competition may bring more trade and investment friction to the international operation of Chinese enterprises,and may also become a driving force for further deepening reform and opening up to China.It should be noted that with the further improvement of China’s comprehensive strength and global influence,China’s urgency to implement competition neutrality has also increased.On the one hand,we can see that the high standards and requirements embodied in the competitive neutral system are highly consistent with the overall goal of China’s economic system reform.On the other hand,under the prevalence of unilateralism and protectionism,in order to better cope with the new types of trade and investment frictions caused bycompetition neutrality,and to better guide and participate in the establishment of a new generation of international trade and investment rules,It is an international strategy that China needs to consider as a representative of emerging economic entities.This article reviews the basic theories of the current competitive neutral system in the world,analyzes the non-neutral expressions of current state-owned enterprises and private enterprises in the market competition,and then proposes to build a competitive neutral system that is more in line with our national conditions.Promote industrial transformation and upgrading with institutional innovation,and enhance China’s ability to participate in bilateral and multilateral economic and trade negotiations. |
