With the transformation of government functions and the implementation of the strategy of rural revitalization,rural NGOs will play an important role in the process of rural social management and service.Therefore,developing rural social organizations and the constructing China’s rural social work will become an urgent need to build a harmonious society.As the premise and foundation for the harmonious and stable development of rural society,NGO talent team in rural areas is also the necessary guarantee for the gradual professionalization and specialization of rural social work.On the above,it is particularly important to mobilize the enthusiasm of rural NGO talents to achieve scientific management of the talent team,which is also the key to the long-term development of rural social work industry and improve its competitiveness.Incentive is the core content of any organization’s human resource management,and the lack of effective incentive in rural public welfare and charity industries leads to the current situation of insufficient career attraction,poor talent enthusiasm and high talent turnover rate.Therefore,it is necessary to strengthen the theoretical and empirical research on the talent incentive of rural ngos.On the basis of combing some literature and understanding the research status,this paper combined observation and interview to systematically research the talent incentive problem of rural non-profit NGO in C County.Through field investigation,it is found that the existing talent incentive measures for rural non-profit NGOs in County C are characterized by low career identity,low salary level and lack of flexibility,limited career development space,single assessment and reward methods,and single training forms and contents.The overall effect of incentive measures is generally played.Using the iceberg model,Motivation-Hygiene Factor theory and the Expectancy theory of motivation to analyzes the reasons,study Beijing and Shenzhen NGOs talent incentive method.The author puts forward countermeasures in five aspects: perfecting the compensation system,building talents promotion and rotation mechanism,perfect appraisal reward mechanism,and to build training system,expecting to arouse the enthusiasm of talent and retain talent.
