A Study On The Practical Exploration Of Attracting New Rural Talents To Participate In Rural Governance In Yunfu City

In contemporary China,the main dilemma of rural governance is the series' problems of “hollowing” caused by the unbalanced development between urban and rural areas.In the long-term rural governance practice,urbanization and industrialization process in rural areas is backward,young labor going out is serious,the national law is difficult to reach rural areas,the traditional village rules and regulations are insufficient to limit,restrict and regulate the behavior of the masses,and the invalid governance strategies of Party committees and governments in some regions leads to the severe conflicts with the masses,which are the current main dilemmas of rural governance in underdeveloped areas and go against with the rural good governance required in the Rural Revitalization Strategy.Since 2011,Yunfu City in Guangdong Province has applied the way that rural talents participate in rural governance,through the establishment of the three-level rural talents' council mode of "township,administrative village and natural village",as the supplementary force for rural governance and development,new rural talents have filled in the governance margin of law and government in grass-roots rural areas and played an irreplaceable role in many aspects of rural development.This thesis holds that the new rural talents' participation in rural governance("rural talents' governance" for short in this thesis)is a strong forward-looking governance method put forward by the local that combine fully with its own economic development situation and also conforms to "strengthening the basic work of the rural grassroots,improving the rural governance system with the combination of autonomy,rule of law and rule of virtue" in the report of the 19 th National Congress of the Communist Party of China.The research of thesis is based on Yunfu's practical exploration of attracting new rural talents to participate in rural governance and rural rejuvenation.This thesis attempts to answer the questions such as why the current rural governance needs county sages and what kind of role they can play in rural governance,in what way they participate in the process of rural governance,and whether Yunfu's exploration is of universal significance.And this thesis chooses 100 natural villages as the survey objects in 5 counties(cities and districts)of the city,interviews the local party and government officials,rural talents and villagers,takes the recent cases of rural talents' local governance as the breakthrough point,comprehensively uses statistical methods and specific case analysis to summary the positive effects on local rural talents' governance,analyzes the reasons of the current difficulties,and puts forward targeted solutions.Through the study,this thesis holds that the governance mechanism of rural talents has effectively solved effectively the problems such as the difficult public financial funds in the underdeveloped areas,the fierce conflict between the grass-roots government and the villagers,and in the countryside.This mechanism possesses broad mass base and the strong support of the local government,is an effective exploration of the government and social cooperation and governance,and has further promotion value in the underdeveloped areas.But meanwhile,it must be fully realized that there are still some problems to be solved such as the pursuit of fame and wealth by some new rural talents,the lack of cultivation,development and security mechanism of rural talents,and the “hollowing” of the rural talents' organizations.
