The Impact Of Official Rotation On Location Choice Of Bonded Area

In today’s China,the rational choice and location of bonded areas is an important way to comprehensively develop the Chinese economy and reduce regional development differences,as well as an important measure to stimulate local economic development.In recent years,the central government has vigorously promoted the implementation of the official exchange system.The influence of local governments on local economic development has deepened,and the local government has played a leading role in local economies.Government officials,as the core figures of local governments,have potential influence on the location choice of bonded areas.Especially in recent years,the location choice of bonded areas has attracted more and more attention and gradually become a hot issue in the academic circle.However,the research on the impact of official exchanges on the location choice of bonded areas is relatively rare,and the research on the level of prefecture-level city is even rarer.The innovation of this article is to try to use empirical methods to explore the relationship between official exchanges and the choice of bonded areas from the perspective of prefecture-level cities,providing theoretical support and empirical references for the planning and layout of bonded areas in China.On the premise of sorting out relevant literature at home and abroad,this article makes an in-depth discussion on the current status of the bonded area and the status of official exchanges.Based on this,the relationship between the official exchange and the establishment of the bonded area is analyzed in detail from a theoretical perspective,and then four research hypotheses are proposed.The author selected 69 prefecture-level cities(including municipalities)established in bonded areas from 2000 to 2017,and used the logit model to conduct regression analysis.In-depth examination of the behavior of official exchange and the establishment of bonded areas Relationship.The study found that official exchanges will affect the location choices of bonded areas,and official exchanges will have a significant and positive impact on the establishment of bonded areas.Further distinguishing the sample of the mayor and the secretary of the municipal party committee found that the exchange of the secretary of the municipal party committee is more conducive to the establishment of the bonded area than the exchange of the mayor,which shows that the secretary of the municipal party committee has more important significance for the establishment of the bonded area.In consideration of the nationwide distribution of bonded areas,this article further conducts sub-sample expansion tests and finds that official exchanges in the central and western regions and inland areas are conducive to the establishment of bonded areas;official exchanges in non-provincial capital cities are conducive to the establishment of bonded areas.Finally,considering the different measurement models that may cause conclusion bias and the particularity of the sample,this paper conducts a robustness test.The conclusions of this paper are still relatively stable after various tests,and provide empirical evidence for further understanding of the relationship between local official governance and the establishment of bonded areas.According to the research conclusion,this paper puts forward three specific suggestions for the construction of the bonded area: First,strengthen the implementation of official exchange policy;Second,strengthen the leading role of the party secretary;Third,strengthen exchanges between officials in less developed areas.Finally,this article makes a research outlook in the postscript,pointing out the shortcomings of this article and possible future research directions.
