Since 1957,different governments in Ghana have made several attempts to reform the administrative policies of the country.Even with much focus on reforming the administrative policies of the country, not much progress has been done to achieve the national goal of the country. The question is why has the passion of successive governments for reforming the administrative system failed over and over again to yield the desired outcomes? Is there any connection between government turnover and administrative policies? Where do we want to go as a country, and what will help us get there? What approaches can we take to lead us to our intended destination? This paper suggests that administrative reforms in Ghana have been consistently undermined by the discontinuity of reform initiatives undertaken by successive governments;the inability to forge a strong national agenda for development; This paper further looks into ways to bring a halt to the cyclical changes in the development policies of the country with next to nothing result. This paper has analyzed practical administrative reforms that have been used in China and proven to benefit the country’s fast economic growth. These reforms set out by China set a standard for any struggling economy or country to follow. This paper concludes that with dedication to proven principles used by China with Ghana characterization and adaptation,Ghana can be on the way to administrative strength and agility.
