Social organizations have been regulated and guided by social organization policies in the development process.Under the influence of social organization policies,social organizations gradually showed its value and began to exert its influence in various fields of society.Since the 18th National Congress of the Communist Party of China,Chinese social organizations have developed rapidly,but at the same time they have begun to assume more responsibilities and tasks.If anyone wants to have a comprehensive understanding of the development of social organizations in China,they need a deeper understanding of the internal logic of social organization policy changes.Based on the punctuated equilibrium theory,this paper sorts out the social organization policy texts at the central level since 1949,and attempts to explore the key factors that affect social organization policy changes at each stage.Punctuated equilibrium theory is one of the mainstream frameworks in the study of policy changes in Western countries.It has been proven to be able to explain the changes in public policies well.This framework breaks through the dilemma of Incrementalism's interpretation,it proposes that the policy has a stable state during the long-term development process,and dramatic changes may occur occasionally.After analyzing the social organization policies since 1949,it has been found that social organization policies have undergone seventy years of adjustments and changes,which can basically reflect the overall characteristics of China's public policy changes.The application of punctuated equilibrium theory provides a new perspective for the study of social organization policy changes in China.Due to the big difference of political structures and policy environments between China and the United States,therefore,this paper combines the revision of the framework in the existing research,and uses Peter Hall's "policy paradigm" concept as an important basis for the division of policy punctuations.This paper regards the overarching goals of social organization policy,policy instruments and the precise setting of policy to change simultaneously as the standard of social organization policy interruption.By sorting out social organization policies,the changes in social organization policies are divided into four stages:The first policy equilibrium period:1950-1987;The first policy punctuations:1988-1990;The second policy equilibrium period:1991-2011;The second policy punctuations:2012 to present.The change process of social organization policy verifies the basic characteristics of long-term gradual equilibrium and short-term punctuation in policy change.In the process of analysis,this paper concludes that policy images,decision models,and focus events are important factors that lead to policy punctuations.Finally,this paper gives a prospect for the introduction of social organization law.
