| Under the background of the targeted poverty alleviation policy,the targeted poverty alleviation work of the poor villages is carried out by the way of the cadres stationed in the villages entering the poor villages.Village cadres and local village cadres are the main body of the implementation of targeted poverty alleviation work,which means that a large number of targeted poverty alleviation work needs to be completed by the cooperation between village cadres and village cadres.At the same time,many cases show that the cooperative relationship between village cadres and village cadres has a significant impact on the effectiveness of poverty alleviation,such as the implementation of precision policies,the implementation of precision poverty alleviation projects,etc.,which makes the research and analysis of the cooperative process between village cadres and village cadres and the differences between them have great research value.At present,the research on targeted poverty alleviation by domestic scholars mainly focuses on the research on targeted poverty alleviation system,the implementation mode of poverty alleviation in various regions,the difficulties and reasons in the promotion,etc.,while the research on the interaction between the cadres in villages and the local cadres is less.At the same time,due to the arduousness,urgency and reality of the task of targeted poverty alleviation,further promoting the research on the differences between cadres in villages and village cadres has become an important research topic.Based on the practice of poverty alleviation in a certain poverty-stricken village in the eastern mountainous area of Guangdong Province,this paper takes the differences between the cadres in the village and the local government as the main body of research,and analyzes the problems faced by the village team in dealing with the relationship with the local government in the process of targeted poverty alleviation from the three dimensions of value concept differences,policy differences and behavior differences,and according to the causes of the problems The paper puts forward the strategies of optimizing the work of poverty alleviation in villages,including strengthening the ability construction and supervision andAlleviation management of the cadres in villages,changing the ideology of the cadres in poor areas,optimizing the working mechanism of poverty alleviation in villages,and promoting the mutual coordination between the cadres in villages and the cadres in local towns and villages.The progress of this paper enriches the research content in the field of targeted poverty alleviation,and provides useful exploration for scholars to analyze the issue of targeted poverty alleviation from different perspectives.In order to promote the research of our government’s targeted poverty alleviation policy,to provide a strong theoretical support for the effective play of the government’s policy function,and then to improve the effectiveness of government policies and optimize the government’s governance ability. |
