| In the context of rural revitalization strategy,Emphasizing the need to strengthen the basic work of rural grassroots and improve the rural governance system combining autonomy,rule of law and rule of virtue.Village Rules and Regulations are an Effective Governance Tool for the Combination of Rural Autonomy and Rule of Law.The purpose of this study is to study the influencing factors and efficiency improvement paths of village regulations in rural communities.Taking Zinan Village,Nanzhuang Town,Foshan City as an example,based on the theory of institutional basic elements and the three-dimensional perspective of social governance,investigating the Autonomy Efficiency of Village Regulations and Civil Governance from the System Level.The System includes those factors,economic situation,rural elites,democratic ideas,social capital,outside the system and internal factors including regulatory elements,normative elements,and cultural cognitive elements.Not only analysis of the problems and their causes in the process of village regulations,but aslo propose the path of improving the efficiency of village regulations.It provides reference for the governance of rural communities in the same kind of rural communities.This study uses literature research,investigation and empirical analysis.On the basis of literature review,the concept of village regulation and civil service efficiency is defined.The three-dimensional theory of institutional factor theory and social governance is expounded,and the research hypothesis of the factors affecting the efficiency of village regulations is proposed.The survey method uses a combination of questionnaires and semi-structured interviews to collect relevant information on the spot.Empirical analysis uses quantitative research methods combined with qualitative research methods foranalysis.Firstly,the validity of the questionnaire was analyzed using the reliability and validity test.Secondly,differential analysis of different individual performances.Finally,the paper analyzes the effectiveness and influencing factors of village regulations and the multiple regression analysis.Using interview analysis,excavating the role mechanism of rural elites in the efficiency of statute,the intervention mechanism of democratic ideas in statute governance and the control mechanism in different social capitals,analyzing the problems and their causes in the governance of village regulations,and further proposing the path to improve the efficiency of village regulations.The results of the difference analysis show that the age,education,and economic income of the villagers are different,and the effectiveness of the village rules and regulations is significantly different,while the gender,political appearance,and occupation have no significant difference in the effectiveness of the village regulations.The results of relevant analysis show that regulatory factors,social capital,democratic ideas,rural elites,economic conditions,cultural cognitive factors and normative factors are significantly related to the effectiveness of village regulations.Multiple regression analysis shows that social capital,democratic ideas,rural elites,economic conditions,regulatory factors,cultural cognitive factors,and normative factors all have a significant positive impact on the effectiveness of village regulations.Among them,the economic situation,regulatory factors,democratic ideas and the positive influence of social capital have a greater effect.The rural elites and cultural cognition elements have a general role,and the normative elements have the least influence.The path of improving the efficiency of village regulations is based on the relationship between blood and morality,the binding of interests as a catalyst,and the combination of rule of law and autonomy.Economic development has provided strong support,including transforming economic development methods and improving basic public services in villages.The construction of the rule of virtue provides a deep force,and the multi-values outside the "seeking the rich" lead and thicken the feelings of mulberry and the sage of the township.The binding of interests provides a fundamental guarantee,including the binding of interests under the industry and the education of the villagers.The administration of the rule of law provides an important basis for the use of external administrative forces andlegal forces and the establishment of a grassroots party organization operating mechanism. |
