| The development of society brings about the establishment,change and improvement of the system.The administrative interview system,as a flexible administrative law enforcement method,originated from the tax field and gradually affected other fields.In recent years,the most popular ones are environmental administrative interviews,online car interviews and food interviews,which are frequently used in these areas.In 2019,the "People’s Republic of China Drug Administration Law" was revised,for the first time the law clearly clarified the situation of interviews with administrative counterparts,governments and administrative agencies;the "People’s Republic of China Vaccine Administration Law" was introduced,which provides for the first time The interview situation.This is the progress of administrative interviews in the pharmaceutical and vaccine industry.However,it cannot be ignored.In practice,there are situations such as unclear interview targets,unclear interview procedures,and lack of relief from the interview person.Before the two laws were revised and promulgated,there were already drug interview systems in some regions of China.It is undeniable that these regions and these departments have the consciousness and predictability of administrative management.The regulations are different.Specifically,there are different scopes of interviews,different interview procedures,and no supervision and relief.The implementation of the law needs to be guaranteed by complete system norms.If there are differences in the system norms,it will inevitably have an impact on the implementation of the law,so that the law cannot play its true role.In view of the current status of the provisions of the "People’s Republic of China Drug Administration Law","People’s Republic of China Vaccine Administration Law" and other laws on drug and vaccine interviews,various levels and departments will also issue supporting interview system regulations,or modify existing interview system regulations,So how to formulate and revise the relevant regulations of the interview system is a question worthy of consideration.The procedures,scope,and forms of the interview need to be considered,and whether and how relief needs to be interviewed should be considered.While analyzing and sorting out the existing normative documents,find out the commonalities and differences in drug interviews,and clarify which elements need to be used for reference.This article is separate into five parts.The introduction part mainly discusses the background,significance,research status and ideas of the topic selection;Chapter I mainly discusses the production and development of the system of administrative interviews;Chapter II mainly reviews the nature of the administrative interviews;Chapter 3 mainly analyzes the current situation and problems of pharmaceutical administrative interviews;Chapter 4 is based on the existing problems,puts forward some suggestions for the improvement of pharmaceutical administrative interviews;Chapter 5 is the conclusion part and summarizes this paper,Prospects for drug administrative interviews. |
