Research On Government Supervision In The Governance Of Fake And Inferior Commodities In Rural Market

Since China began its reform and opening up in 1978,the Comprehensive National Power and people’s income levels have increased significantly,but with the development of the economy,fake and inferior commodities began to appear and spread.After entering the 21 st century,along with the continuous improvement of the urban consumer market mechanism,the government’s crackdown on fake and inferior commodities in the urban market has intensified,manufacturers and sellers of counterfeit goods aim at the rural market,a large number of fake commodities flooded into the rural market,and the rural areas became the "wasteland" for the elimination of fake and inferior commodities.From means of production to daily necessities,fake and inferior commodities in rural markets have involved agricultural means of production,food,household appliances,clothing,shoes and hats,and many other fields.The prevalence of fake and inferior commodities has not only disrupted the market economic order in rural areas,it has also brought great harm and loss to the person and property of the rural residents.The countryside is a very broad consumer market,and at the same time,it is also a relatively scattered market.In addition,the legal awareness of rural consumers and business operators is weak,and their ability to identify fakes is poor,this makes it more complicated and difficult to crack down on fake commodities in rural areas than in urban areas.In recent years,the government began to strengthen the supervision and crackdown on fake and inferior commodities in rural markets,especially on fake and inferior food,but fake commodities and "three-nil" products are still common in rural markets.This paper takes the supervision of the Ningyang County Market Supervision Bureau on the control of fake and inferior commodities in the rural market as the research object,and takes the theory of government regulation,the theory of public governance and the theory of Information asymmetry as the theoretical basis,by using the method of Literature Research,Case Analysis and questionnaire survey,this paper analyzes the current situation of government supervision in the management of fake and inferior commodities in the rural market of Ningyang County,pointing out that there are currently problems in the supervision of fake and inferior commodities in the rural markets by the Ningyang County market supervision bureau,such as the hidden absence of the main body of supervision in the rural markets,the lack of supervision and inadequate supervision,the difficulty in punishing fake and inferior commodities,the lack of coordination with other government departments,and the insufficient use of social power,and analyze the causes of these problems,then the paper puts forward some suggestions on the government supervision in the management of fake and inferior commodities in the rural market: strengthening and optimizing the law enforcement team at the grass-roots level,establishing and perfecting the long-term supervision mechanism of the rural market,strengthening the propaganda of fake and inferior commodities in the rural areas,strengthening the cooperation with other government supervision departments,constructing the multi-governance supervision system of the rural market and perfecting the supervision laws and regulations system of the rural market.
