The "Responsibility to Protect" is a new theory of international intervention developed by the international community in the early 21 st century to respond to and solve large-scale humanitarian crises.This theory claims that sovereign states are responsible for protecting their citizens from genocide,ethnic cleansing,crimes against humanity and war crimes.If any country is unable or unwilling to fulfill its responsibility,then the international community will take actions whenever necessary to protect the citizens of the target country.Since the "Responsibility to Protect" theory was put forward,it has continuously developed and deepened its theoretical connotations and gained wide recognition and support from the international community.At the 2005 World Summit,many countries reached a preliminary consensus on the concept of "Responsibility to Protect".However,the subsequent practice in Libya has caused the "Responsibility to Protect" to face huge controversy.Some western countries misinterpreted and abused the theory of "Responsibility to Protect" in practice,and brought serious disasters to the local people.The theory itself also exposed many problems and shortcomings,the "Responsibility to Protect" has fallen into trouble.The current legal problems facing "Responsibility to Protect" mainly include internal and external dilemmas.From an internal perspective,due to its vague and broad conceptual connotation and unclear regulations on related standards,it lacks clarity and operability in practice.From an external perspective,its deep motivation to break away from the reality of modern international relations and pursue post-modern environmental demands makes the "Responsibility to Protect" present a huge gap between theory and reality.In order to solve and deal with the dilemma of "Responsibility to Protect",we should not only clarify relevant concepts and implementation standards,establish and improve early warning and evaluation mechanisms,post-event supervision and accountability mechanisms.At the same time,we should proceed from the reality of our country,based on our own development,strengthen domestic human rights protection,continue to deepen the research and study of relevant theories,adhere to the basic principles of international law,adhere to the United Nations collective security mechanism and actively promote multilateral dialogue and regional cooperation,so as to promote and realize the goal of human rights protection and establish the image of a responsible major country.
