Research On The Problems And Countermeasures Of The Construction Of Rural Primary Party Organizations In Shuangyang District,Changchun City

A new definition of "social management innovation and common destiny" emerged at the Fourth Plenary Session of the 19 th CPC Central Committee,emphasizing that there are three key links between infrastructure and social management innovation and common destiny.First,innovation is the driving force;second,institutional guarantee;third,implementation at the rural community level,creating new opportunities for social management at the rural community level.The construction of the party branch is the battle stronghold of the party in the construction of the social development branch.It is the basis of the whole Party’s work and fighting ability and plays a promoting role in the innovation of social management.As the cornerstone of China’s governance system,grass-roots governance can reflect the results of national governance in a sense.As an important part of grass-roots governance,rural grass-roots governance has always been the key to social management innovation in China.In recent years,many explorations have been made in rural grass-roots governance across the country,and important achievements have been made,but the remediation methods still lag behind the development trend of this period.In order to solve the poor performance of rural grass-roots governance,it is urgent to promote the independent innovation of rural grass-roots governance.Only independent innovation can better complete the central task of "building rural grass-roots social management innovation" proposed in the Fourth Plenary Session of the 19 th CPC Central Committee.So based on the analysis of the current grass-roots party organizations play a leadership role in shuangyang district construction and party construction problems as a starting point,find the focus of current rural work,and by studying the "1+3+X" rassroots governance mode,explore the management status quo of grassroots,crack of grassroots governance dilemma,party organizations at the grass-roots level and improve the ability of rural grassroots governance,lead the people out of poverty to become rich toward a well-off life.This paper is divided into six chapters:The first chapter introduces the research of this paper,elaborates the research significance of the paper,summarizes the information found,introduces the research ideas and methods involved in the research process in detail,summarizes the novel points mentioned in the paper and points out the shortcomings of the paper.The second chapter briefly describes the concept of grass-roots Party organizations,rural grass-roots Party organizations and grass-roots governance,analyzes the role and positioning of grass-roots Party organizations and rural grass-roots Party organizations,and briefly summarizes Lenin’s and Xi Jinping’s thoughts and theories on the construction of grass-roots Party organizations.The third chapter analyzes the model of rural grass-roots governance in China,summarizes the essence,core and target of rural grass-roots governance,and briefly describes the historical evolution of China’s rural grass-roots governance system.The fourth chapter starts with the necessity of strengthening the basic-level party organization system construction and innovating the "1+3+X" basic-level governance model,and explores the practical effects of rural basic-level party organizations in the system construction in Shuangyang District.The fifth chapter mainly explores the shortcomings and difficulties of the current rural grassroots party organization construction and grassroots governance model in Shuangyang District from the three aspects of grassroots party organization function,team management and system construction.The sixth chapter puts forward suggestions for further strengthening the construction of grass-roots party organizations in Shuangyang District,Changchun City,focusing on four aspects: political construction,central work,team building,and service to the masses.
