Grassroots Party Organization Leads The Innovation Of Rural Governance System

Since the founding of New China,exploring effective rural governance methods at all stages of social development has always been the focus of the CPC's close attention.After the reform and opening up,many rural governance explorations focused on pure villager autonomy models.In fact,under the background of continuous economic and social development and the deepening of market economy's penetration into rural industries,governance methods that simply use administrative means often fail in grassroots rural society,and many autonomy practices also face embarrassment in some rural governance work.situation.In the process of exploring effective governance,the most critical question is to find "what is the most powerful in the countryside",and the answer to this question should undoubtedly be economic power.Agricultural abundance is a strong foundation,while agricultural abundance is a prosperous country.Attaching importance to agricultural and rural development has always been the fine tradition of the Chinese Communists.The Party 's exploration and solution of the “three rural issues” has accompanied the modernization process of the development of the People's Republic of China.For such a big agricultural country as ours,it is of great significance to promote the construction of rural industrial economy and achieve the goal of revitalizing the rural areas where industries are prosperous.Judging from the effectiveness of rural governance,industrial prosperity and rural revitalization is to create economic power in the village.Whether and how such power can intervene in the practice of rural governance to meet the fundamental needs of farmers is the focus of this article.And when we switched our research to the leadership of the Communist Party of China,we found that when the Party Central Committee emphasizes the overall leadership of the Party in rural work,the rural grassroots party organizations in the real situation are facing weak organizational capabilities and practical work in the countryside.Problems such as insufficient speaking rights.To strengthen the leading role of rural grassroots party organizations in actual rural work,it is necessary to emphasize their leadership and service functions in economic construction,and to ensure the core position of grassroots party organizations in leading industrial prosperity and rural revitalization,thereby promoting rural governance Towards the goal of modernization.In this study,after combing the historical evolution of rural governance led by the Communist Party of China's grassroots party organizations,the village-level governance experience of Qianjiang City,Hubei Province is selected as a typical case of this study,and the innovations of its methods are summarized and the experience in Qianjiang On the basis of this,a path of governance in rural areas led by party organizations with extensible value was constructed.
