Research On The Integration Of “Three Governancess” Led By Rural Primary Party Organizations From The Perspective Of Rural Revitalization

The report of the 19 th National Congress of the Communist Party of China proposed for the first time the implementation of the rural revitalization strategy and the construction of a rationally arranged and effective rural governance system.In the new era,our country’s rural governance is more standardized and modern,but there are still many social governance bottlenecks and governance dilemmas.The key to solving these problems is to rely on a new model of village governance that integrates the "three governances" and better play the leading role of grassroots party organizations.Eventually realize "good governance" in the countryside.The grassroots party organizations are not only the implementers and implementers of the Party Central Committee’s decisions,but also the leaders and pioneers of rural governance.Adhering to grassroots party organizations to lead the "three governances" and integrating the rural governance system has the advantage of controlling the direction of rural development,seeking for the interests of farmers,and finding a way out for agricultural development.This article takes N and Y villages in Yongjia district of Wenzhou as examples to analyze the characteristics of these two villages in rural governance in recent years,that is,under the leadership of the party,starting from the development of the rural economy,tapping local characteristic resources,and introducing village enterprises The new model of cooperation is to carry out grid governance,legal education,and moral education at the same time to realize the integrated development of the "three governances".In the process of investigation,the author found that villages N and Y have insufficient diversity of governance subjects,the construction of grassroots party organizations still needs to be strengthened,and the effect of the "three governances" integration is not satisfactory.Under the background of comprehensively promoting rural revitalization,the core position of the grassroots party organization in the countryside is consolidated by improving the quality of grassroots party members and cadres and innovating governance methods to solve the current "suspension" problem in the work of grassroots party organizations.Through the material guarantee,talent guarantee,spiritual guarantee,ecological guarantee and organizational guarantee provided by the "five revitalization",we will improve the rural governance system that integrates the "three governances".To stimulate the endogenous motivation of the grassroots society through the diversification of autonomous entities and the strengthening of the construction of autonomous organizations;to assist the governance entities in governance through strengthening legal education and improving the ability of grassroots governments to administer according to the law;to improve the governance entities’ ability to improve the governance entities through spiritual poverty alleviation and enrichment Moral level,adhere to the main function of "autonomy",supplemented by the guarantee function of "rule of law" and the support function of "rule of virtue" to make up for each other’s deficiencies.
