The 14th Five-Year Plan put forward that China has turned to a stage of high-quality development with significant institutional advantages.We will develop a new system for opening up the economy at a higher level and make innovations to upgrade state-level new areas.In recent years,many localities have introduced policies and measures to support the high-quality development of the New Area,delegated more administrative,financial powers to the New Area at the provincial and municipal levels.We will provide fiscal,tax and financing policy support to key industries such as high-tech industries and advanced manufacturing industries in the New Area to help the New Area seek breakthroughs in key reform areas.We will strive for higher quality development and a higher level of opening-up.In recent years,more developed policy measures to support the new high quality development,give more provincial and municipal finance and financial power to the new area,the new high technology industry,advanced manufacturing industry and other key industries to provide the fiscal and taxation,financing,such as policy support,help new district to breakthrough in the key areas of reform,development direction,to a higher quality to a higher level of opening to the outside world.High-quality development has become the mainstream trend of the development of state-level new areas.In 2019,the Heilongjiang government introduced a series of policies and measures to support the high-quality development of Harbin New Area.High-quality development is a long-term requirement that Harbin New Area must adhere to,and it is a gradual process.In the Government Work Report of Heilongjiang Province in 2021,it was proposed that efforts should be made to break institutional barriers that restrict high-quality development and expand areas of opening-up and cooperation.Harbin New District should give full play to the new district’s function of trial and error first and innovate the system of convenience for people and benefit for enterprises.The14th Five-Year Plan of Heilongjiang Province proposed that Harbin New Area should be built with high standards,strengthen the mission of driving Harbin to achieve a new leap,and give better play to the leading role of high-quality development of Harbin New Area.Harbin 14th Five-Year Plan proposed that Harbin New Area should be built into a Longjiang version of "New Pudong",focusing on the development orientation of "Three Regions and One Pole"entrusted by the state,and innovative development given by the state.Therefore,Harbin New Area,as the only national-level new area with the theme of cooperation with Russia,has ushered in a rare historical opportunity.Policy optimization and institutional innovation will be an important measure to promote the high-quality development of Harbin New Area,and will also stimulate the vitality and potential of all-round development.Based on the above background,from the perspective of supporting policy design,based on policy science theory,innovation system theory and two-factor incentive theory,using methods such as literature research,quantitative analysis,inductive summary,and comparative analysis,starting from the basic theoretical research on the high-quality development of national-level new districts,after sorting out,summarizing and summarizing the current policies of the Harbin New District,it is found that there are still some shortcomings in the construction of the Harbin New District,such as insufficient industrial support policies,insufficient fiscal and tax policy support,poor financial policy support,and deviations in the implementation of land policies.The weakening of the effects of talent support policies can be summarized as the lack of regional competitive advantages in industrial policies,the limited authority of local fiscal and taxation support policies,the inadequate financial support policy safeguards,the imperfect land support policies,and the imperfect talent training mechanism.The selection refers to supporting policies such as the support of the entry of enterprises in the state of New Jersey in the United States,the project development of the Tsukuba Science and Technology City in Japan,the attraction of foreign investment in the Jurong Industrial Zone in Singapore,the construction of the intellectual property system in Shanghai Pudong New Area,the establishment of talents in Tianjin Binhai New Area,and the construction of an open economy in Chongqing Liangjiang New Area Resulted in optimizing the project approval system,the development of the new district cannot be separated from the support of the state and the government,optimizing the project approval system,making clear the regional positioning and implementation of appropriate fiscal and tax policies,strengthening project construction planning,and attaching importance to the introduction of high-tech enterprises and talents.On this basis,corresponding supporting policies have been put forward in response to the problems existing in the high-quality development of the Harbin New District,such as improving the industrial policy of the new district,innovating the fiscal and taxation policy of the new district,improving the financial policy of the new district,optimizing the land policy of the new district,and improving the talent policy of the new district.The high-quality development of Harbin New District provides reference and intellectual support,and provides reference samples for other national-level new districts.
