Research On The Role Of Government In The Construction Of Urban Communication Infrastructure

Urban communication infrastructure,as a basic public product,plays very crucial roles in the boosting urban construction in China.High speed urban development is the power source for the urban communication infrastructure construction.It is stated clearly that we should tighten up the construction of new communication infrastructure,develop a new genneration of imformation on network,expand the application of 5G,establish a sharing economy,tap new potentials,create new vitality and open up new communication in frastucture constuction.And it will become a crucial support point and foundation for urban economic development.In the construction,the role of government and policy should be put into good play on account of its property.Further strengthening the constuction of urban communication infrastructure is good for the increasing of urban economy and the raising of people’s living standards.And the purpose of studying the role and existing problems of government is to define the functions of government more correctly,and to help its implement smoother.First,this paper elaborates the status of the construction of urban communication infrastructure and the role of government in J District of Chongqing.And then,through interviewing 52 associated members in telephone,it summarizes problems of J district government,including sketchy relevant policy guidance,non-transparent information,etc.Third,this paper goes much deeper in the top-level design of communication infrastructure,hierarchy of government functions,supervision and management,policy guidance and support by the case analysis of government role of New York,Tokyo,Beijing,Shanghai,Hong Kong and others.Thus,the government should strengthen the thinking model,perfect the planning and managing system,bring the role of government organization and coordination into full play,increase financial investment and broaden channels,develop the closed-loop management of the government,clarify the internal division of labor and responsibilities,intensify government service behavior,establish standards and improve the security system.And it will make clear that Chongqing J district government should actively respond to the new requirements of national urban communication infrastructure construction and development,and wholeheartedly provide safe,comfortable and convenient infrastructure environment for the public.
