Urban infrastructure is a foundation of functioning and development of urban, a symbol of kernel competency and comprehensive strength, closely connecting with people's life as an essential infrastructure. With PPP model developing, Public private partnerships between governments and enterprises have been promoted, The two sides establish a relationship based on principle of profits-sharing and risks-sharing, effectively lighten the government's financial burden, and mobilize the enthusiasm of private capital.However,the traditional model is applied by the regulation of urban infrastructure in a large majority of PPP model, difficult to adapt to development of urban infrastructure in normal situation. As far as operational phase, the study on government supervision of urban infrastructure is seriously insufficient, lack of the strict and scientific system of supervision, a sound franchise agreement, and professionalism with jumbled institutions of supervision. These factors result in some realistic problems with low operational management, high costs, and polluted peripheral environment. Hence, ensuring delivery of urban infrastructure to provide inexpensive high-quality products and services, protecting the public interests, and promoting social development, which is a major task of government regulation of public private-partnership in urban infrastructure.In this paper, based on public private-partnership model of government regulation of urban infrastructure in operating stage, combine the characteristics of urban infrastructure and the relevant theories of government regulation, analysis the situation of current urban infrastructure in operating stage in China for public private-partnership, point out the disadvantages of the current urban infrastructure in China for government regulation model, learning experience of government regulation of the developed countries in running phase, classify the objectives and principles of public private-partnership model of government regulation of urban infrastructure in operating stage, elaborated on law, lines, and means of regulation, constructed government regulation of urban infrastructure in operating stage based on public private-partnership model. Finally, take the project of waste treatment facilities in Chizhou for example, in order to study and analysis the operational supervision of urban infrastructure using Delphi and hierarchy analysis approach.
