Our country is committed to building a new socialist countryside.Whether it is agriculture,rural areas or farmers,it is inextricably linked to public management policies.However,in recent years,grid management has frequently appeared on the surface and has not been implemented,and the behavior problems of village cadres involved have become more complicated and difficult.The sinking failure of grid management will shake the stability of our country’s rural society and will have an adverse impact on the construction of our socialist harmonious society and new socialist countryside.As the"core leader" of the village,the village cadres have adopted some informal execution behaviors for the grid management and operation,that is,what we often say "do not seek merit,but seek no fault",how to regulate the alienation behavior of village cadres It is one of the key issues of current research in the field of political science.From the perspective of bottom-line thinking,insight into how village cadres have alienated behaviors,and in-depth research on the logic behind them,are of very important practical significance for optimizing policies,maintaining the development and stability of my country’s rural society,and promoting the modernization of rural governance.This research mainly focuses on the logic behind the alienated behavior of village cadres under grid management.The author selected the behavior of village cadres in Y Village,Xuecheng District,Zaozhuang City,Shandong Province as a case study.The village is a typical northern rural area with lack of collective economy and insufficient resources.In addition to managing their own duties,the village cadres also take part-time jobs as grid members.As the "agents" of the national system,the village cadres should be profiting for the people.However,many "bottom line" behaviors have been adopted in the operation of grid management policy,such as basic services and management such as "balanced satisfaction" and "standardized expression",which are also the research objects of this article.Then,when the behavior of village cadres is alienated,why can grid management still continue?What is the logic supporting alienation?From the perspective of bottom-line thinking,the author finds that the pressure of the bureaucracy is the administrative bottom line of the bottom-line behavior of village cadres;the irregularity of rural society is the political bottom line of the change of village cadres’behavior;"surplus affairs" is the bottom-line behavior of village cadres.The last psychological line of defense.This article believes that the three factors of bureaucratic system,rural environment,and individual choice co-exist,interrelate,and promote each other.In the specific field of rural grid management,the three are coexistent and inseparable,and the joint effect of the three promotes Changing the "first line" into the"bottom line" can explain the alienation of village cadres’ behavior.
