Because of their unique quality and reputation,geographical indication protection products have strong competitive advantages in the international market,and are therefore universally valued and protected by countries around the world.With China’s accession to the WTO,the concept of geographical indications has penetrated into the country and has a strong agreement with the high-quality development currently advocated by China.Governments at all levels have begun the layout of geographical indication products,and the number of domestic geographical indication products has soared.However,from an objective point of view,in addition to the strong brand appeal of the market appeal,the protection and development of GI products alone is not enough to "appoint" agricultural products.Due to the unique public rights attributes of geographical indications,the government actively or passively assumes an important mission in the protection and development of geographical indication products,and it also makes the protection of government behaviors worthy of discussion.As a traditional agricultural province,Shandong Province is rich in high-quality agricultural and sideline products.In recent years,with the promotion of relevant preferential policies,"one town,one product" and other methods have paved the way for the protection and development of more geographical indication products.The Dianzi town mayor red dates studied in this article is one of the outstanding representatives.The government assists the mayor of Dianzi in the development of the jujube industry.It has great significance by tapping its economic value and cultural connotation,operating its competitive advantages,increasing the added value of products,thereby increasing farmers’ income and developing the regional economy.Jujube,as one of the five traditional Chinese fruits,has a long history of consumption and good meaning.However,due to the single consumption method and the lack of deep processing products,the market development of jujubes is not smooth.As the fruit with good quality and taste,the Mayor of Dianzi Town may stay in the preliminary processing stage of fruit drying for a long time.Following the government’s advocacy,Mayor Dianzi jujube has entered the fast lane for the protection and development of geographical indication products,adhered to the strategy of quality improvement,built demonstration orchards and standardized production bases,introduced new technologies and products,cultivated leading enterprises,organized agricultural cooperatives,and organized industries.Associations,etc.,the speed of upgrading files has accelerated,but as the protection and development of GI products entered the "bottleneck phase" and "normal phase",the rationality and scientificity of government behavior have been greatly questioned.The gradual highlighting of the points has led to the selective implementation of related policies,and policy insufficiency and policy offside coexist.This article is based on the government role theory,public governance theory,government "economic man" theory,"principal-agent" information asymmetry theory,and the three-circle theory.Based on the analysis of the corresponding government behavior in the development of the long jujube industry,it is analyzed.It is concluded that through strong government promotion and industry advocacy,good development momentum has been initially formed such as standardized planting,the typical drive of agricultural cooperatives,the innovative development of leading enterprises,and the initial availability of talent teams.However,during the development process,due to the quasi-public goods of geographical indications,Due to the lagging nature of the government and government behavior,the mayor of Dianzi,the red date,suffered from inadequate standardization motivation,product quality cannot be guaranteed,industry associations idling,insufficient promotion efforts,and limited industrial chain extension.Based on the reference to the development experience of other geographical indication products at home and abroad and the research on the development status of Dianzi town mayor red dates,the three-circle theory is used as the analysis framework.It is suggested that the first is to promote the value circle,deepen the value recognition,and do good internal and external publicity.The second is to strengthen the support circle,update the development concept,promote brand advancement,and play the role of higher-level governments,enterprises,scientific research institutes,and growers.The third is to expand the capacity circle,strengthen the mechanism guarantee,promote product take-off,and highlight guidance To improve industrial development policies,highlight serviceability,strengthen inter-departmental system linkage,highlight professionalism,strengthen professional staff,highlight interaction,and cultivate the role of industrial associations.Promoting the long-term development of the red jujube industry of Dianzi town mayor with government actions that do something and do nothing.
