As the sustained development of social economy and culture,the influence of women’s emancipation of the mind is also gradually expanded.Among them,the proportion of women in the civil service continues to increase,breaking the longstanding maledominated political arena.However,due to the influence of traditional concepts and the physiological differences between the sexes,female civil servants have encountered many difficulties in their career development,and it is difficult to break the "glass ceiling" in their career promotion.Whether female civil servants can play their talents equally in the political arena is related to the realization of gender equality in the full sense and the comprehensive construction of socialist society.On June 1,2019,China fully implemented the parallel system of posts and ranks,in which posts and ranks are two different career development paths of civil servants.The implementation of this system is conducive to the establishment of a fair and reasonable civil service system,which is of great significance to the career development of civil servants,especially female civil servants.This paper is based on the background of the civil service system in which civil service system with concurrent posts and ranks,and takes the female civil servants in P city as the research object to study their career development status.Through the analysis of career development theory,social gender theory and other relevant theories and the latest research results on the career development of female civil servants at home and abroad,combined with the relevant government statistics,the impact of the parallel system of position and rank on the career development of female civil servants was sorted out.In combination with the actual situation in P city,the survey and research methods of questionnaire and interview were adopted,and female civil servants in the public sector in P city were taken as the survey sample,the survey results were statistically analyzed,and each problem was further studied,and countermeasures and Suggestions were proposed.The results of the investigation show that the implementation of the parallel system of post and rank has produced many positive effects on the career development of female civil servants,such as widening the promotion channel,raising part of the salary,and encouraging the enthusiasm of the work.At the same time,there are still many problems in the career development of female civil servants,such as widespread job burnout,lack of career development planning,gender segregation in organizations,"glass ceiling"effect in promotion,and role conflicts between family and work.Then it analyzes the influencing factors of these problems from different dimensions such as system,organization and individual,and puts forward corresponding Suggestions in order to provide positive countermeasures and support for the career development of female civil servants.In system,we should establish and improve relevant mechanisms and implement positive gender treatment policies.In organization,we should pay attention to the influence of organizational culture on the career development of female civil servants,and provide a benign environment for female civil servants.On their own,to strengthen the cultivation of personal quality and career development planning consciousness,balance the relationship between work and family.
