For a long time,the promotion system of Chinese civil servants — the“single-track system” plays a positive role in a specific historical conditions.But agency specifications,the authorized size,the number of the posts and such as these things led to limit grass-roots civil servants' development space.The promotion channel is narrow.Promotion is very difficult.Salary and welfare of grass-roots civil servants are low and could not be improved.These problems what is said above and other issues exsist for a long time.Due to the above reasonse,Establishmenting the positions and ranks parallel system of civil servants below the county level is necessary.In early 2015,General Office of the Communist Party of China and General Office of the State Council jointly issued the official document establishing the positions and ranks parallel system of civil servants below the county level and requested all over the country to implement seriously.The positions and ranks parallel system of civil servants was officially implemented in departments below the county level.March,2019,General Office of the Communist Party of China issued the official document Provitions on the positions and ranks parallel system of civil servants.The document stipulates Suggestions on the implementation of the positions and ranks parallel system of civil servants below the county level will be abolished in 1th june,2019.And at the same time,the new positions and ranks parallel system will implement.Established the positions and ranks parallel system of civil servants below the county level for four and a half years is a significant measure of comprehensively deepening reform.At the same time,it is a important way of civil servants management reform.It benefits to provide each grass-roots civil sevants a more development space and improve grass-roots civil servants' salary and welfare.It also helps to stabilize grass-roots civil service and get rid of influence of “bureaucrat sense”.This system was well received at grassroots levels.Although it has achived positive effects,lots of problems appearing has limited its function.Suming up experience and achievement during implementing the system benefits that we understand,advertise and implement the new system better.This paper established the the positions and ranks parallel system of civil servants below the county level as the point of penetration,choicing A city tax system as the sample.It applies ways of literature research method,systematic analytic method,interviews and questionnaire survey method.M Motivation theories and Smith policy implementation process model are applied.In the first place,the author analyze the significance for carring out the positions and ranks parallel system of civil servants below the county level.In the next place,the author introduct the main content of the positions and ranks parallel system of civil servants below the county level from the aspect of background,the history and the character.This paper does key research to implementation in A city tax system.Then the present situation,problems and causes of the positions and ranks parallel system of civil servants below the county level in A city tax system are analyzed.In the end,the countermeasures and suggestions in order to improving the positions and ranks parallel system of civil servants below the county level are putted forward.
