| In the new era of rapid development of information technology and big data,the State Administration of Taxation has strengthened the daily management of cadres,improved the cadre assessment mechanism,and decided to fully implement the "digital personnel" in2019,"digital personnel" is an important means of cadres management information,"digital personnel" system of advanced management ideas is also innovative.Since 2014,in line with the principle of being proactive,prudent and step-by-step,"digital personnel" has been operating on a pilot basis in tax departments around the country,depending on the management of cadres in tax departments around the country,selected the pilot promotion work carried out by 8 departments of the General Administration,20 provincial,municipal and county bureaus and grass-roots subbureaus,through finding the problems found in the pilot,and carrying out the system improvement and system upgrade in a timely manner,and achieved good results.After the merger of the institutions,the "digital personnel" system was comprehensively revised,and the Tax Cadre Management Information System was fully launched on July 1,2019,thus achieving full coverage of the National Tax System Digital Management Cadres.After the merger of state and local tax authorities,digital personnel has been implemented in the h municipal tax bureau for more than a year.As a grass-roots tax department,the H Municipal D district tax bureau actively promotes the implementation of "digital personnel" on the basis of participating in the pilot work,however,the effect of its implementation and the problems of exposure need further study.The purpose of this paper is to take the d-district tax bureau of H City as the basic-level tax bureau sample,through the research on the evaluation of the implementation effect of "digital personnel" of d-district tax bureau of H city,to effectively promote the basic-level tax department to improve the management level and ability of the civil servants.On the basis of the existing research,this paper uses the method of combination of literature research and investigation research,based on the actual situation of the grass-roots Tax Department and my working experience in the grass-roots Tax Department,combined with the knowledge of public management theory,this paper sums up the present situation of the implementation of "digital personnel" of tax bureau of d district in H city,analyzes the existing problems and their causes,and constructs an AHP evaluation index system for the implementation effect of "digital personnel" of tax bureau of d district in h city,using the mould and the comprehensive evaluation method to evaluate and score,Based on the analysis of the evaluation results,this paper puts forward some countermeasures and suggestions for improving the implementation effect of "digital talents" in H City D district tax bureau,so as to improve the implementation effect of "digital talents" significantly,to evaluate the work performance of each tax cadre in a scientific,effective,fair and equitable manner,to provide a strong reference for giving priority to assessment,personnel selection and employment,to improve the quality and efficiency of personnel work,and to stimulate the vitality of the cadre ranks,promote all cadres to improve the quality and efficiency of work,promote the future development of tax cadres,at the same time for China’s public sector cadres management system reform to provide practical reference. |
