| Under the background of the new normal of economy,optimizing the business environment is the first step and breakthrough to realize the revitalization and development of Liaoning’s old industrial base.As a complex dynamic system,the business environment can be described as all encompassing.As the commander and leader of optimizing the business environment,the local government must set an example,explore the root,focus on the main,and take optimizing the business environment as the work of economic development The most important thing is to give full play to its good role of traction,organization,demonstration and radiation,which is not only the backwardness mechanism caused by the new northeast phenomenon,but also the strong demand of building an international business environment,the practical need of the transformation of government functions in the new era,and the inevitable choice of improving the soft power of regional development.Based on the investigation of Dashiqiao’s business environment in the form of on-the-spot questionnaires,it can be seen from the statistical analysis that the attraction to talents still needs to be strengthened,the financing convenience needs to be improved,the scientific and technological innovation atmosphere needs to be further built,and the market space needs to be further developed.Based on the new public management theory and administrative efficiency theory,this paper analyzes the causes of the problems existing in the business environment of Dashiqiao municipal government at this stage,and puts forward three influencing factors:the low efficiency of government functions,the lack of pertinence in formulating policies,and the lack of talent introduction and training.On the basis of field evaluation and analysis of influencing factors of business environment in Dashiqiao City,the construction objectives of business environment in Dashiqiao City are defined,which are efficiency convenience,honesty transparency,fairness rule of law,participation response,stability cooperation and integrity responsibility.The four aspects are to improve the efficiency of government services,formulate targeted policies,improve the attraction of talents and open up market space Starting from the above,the paper puts forward the specific countermeasures to solve the business environment problems in Dashiqiao City. |
