Research On The Business Environment Of Dalian From The Perspective Of Service-oriented Government Construction

The advantages and disadvantages of the business environment influence the trend of capital flow,reflect the local economic development,and reflect the concept and efficiency of government to provide public services.Since the third Plenary Session of the 18th CPC Central Committee,the central government has attached great importance to building a business environment in the northeast.In the report to the 19th National Congress of the COMMUNIST Party of China(CPC),we will further improve the business environment,continue to streamline administration and delegate more power to lower-level governments,and shift government functions to creating a favorable environment for development,providing quality public services,and safeguarding social equity and justice.This will provide a fundamental guideline for the northeast region to promote the building of a business environment and achieve all-round and all-round revitalization.As a window city of reform and opening up in northeast China,the largest regional city in Liaoning Pilot Free Trade Zone and a pilot area of new open economic system,Dalian is shouldering greater reform mission and higher development requirements in the construction of business environment.The business environment is closely related to the construction of service-oriented government.The construction of business environment cannot be separated from the active actions of the government.A high-quality business environment can effectively attract investment,promote the transformation of government management functions,strengthen the government’s own capacity building,and improve the efficiency of government management and public service supply.Therefore,in the context of the northeast revitalization strategy and the construction of service-oriented government,it is of great practical significance to explain the current situation,difficulties and causes of Dalian’s business environment construction and explore specific strategies to optimize its business environment.This paper starts from the factors affecting the business environment,and objectively analyzes the impact of Dalian’s natural environment,economic environment,social environment and administrative environment on the construction of the business environment based on relevant data and existing research results.Starting with the administrative environment,this paper analyzes the establishment of business environment construction organizations in Dalian,and analyzes the business environment policy texts issued by Dalian based on the relevant theories of policy tools.The research shows that the organization structure of business environment in Dalian is relatively comprehensive and reasonable,and the division of labor of each functional department is clear,which creates the organizational foundation for the establishment of government affairs service platform and marketization service platform.In terms of promoting the construction of business environment,Dalian government is more inclined to choose and use environmental policy tools.There are few measures of talent training and financial support in supply policy tools,and service outsourcing in demand policy tools needs to be strengthened.Secondly,based on the analysis of the government environment in the construction of Dalian’s business environment,this paper analyzes the main problems existing in the construction of Dalian’s business environment,and discusses the causes of these problems based on relevant theories.The results show that the business environment construction goal and government function orientation of Dalian need to be further improved,and the government administrative service efficiency needs to be improved.Due to the large proportion of state-owned economy and the lack of support for enterprises,especially private enterprises,the role of the government in stimulating market vitality is limited.The imperfect policy system,coupled with the lack of awareness of government service,makes some policies have poor implementation.The lack of talent market in Dalian further increases the cost of recruiting high-level talents.Finally,from the perspective of service-oriented government,this paper believes that Dalian should learn from the beneficial experience of urban business environment construction at home and abroad according to the actual situation,and optimize the business environment from the aspects of government services,policy implementation,talent support,and factor guarantee.Change the government’s perception of the building of a business environment,build a team of professional business service personnel,optimize the administrative approval process,and improve the efficiency of government services;While constantly improving the system of policies and regulations,we need to deepen reform of regulation and services,so that business environment policies can take root.On the premise of scientifically grasping the function orientation of Dalian city,optimize and implement the talent policy;Further improve the public service guarantee and tax mechanism,strengthen the factor guarantee,enhance the overall competitiveness of Dalian city.Based on the collaborative governance theory and the new public service theory,this paper studies and discusses the construction of urban business environment,emphasizes more on service-ism and maximization of public interests,and deepens the theoretical explanation of the construction of business environment from the perspective of service-oriented government construction.At the same time,in the evaluation of urban business environment construction,the analysis of business environment construction organizations and policy environment is added,which not only highlights the research perspective of service-oriented government,but also contributes to the in-depth exploration of the key problems in urban business environment construction.
