On The Path Of Integrating The Rule Of Virtue And The Rule Of Law In Rural Governance In China

The report of the 19 th National Congress of the Communist Party of China clearly pointed out that we should adhere to the combination of rule of law and rule of virtue,build a socialist country ruled by law,firmly implement the strategy of rural revitalization,and improve the rural governance system of autonomy,rule of law and rule of virtue.It is in this context that it is necessary to study the integration of rule of virtue and rule of law in rural governance in China.National governance cannot be governed by virtue alone."only goodness are not enough to govern",nor does it rely solely on the rule of law,"only law are not enough to govern themselves".From the perspective of historical development,the combination of rule of virtue and rule of law can make national governance develop better.Therefore,the path research on the integration of rule of virtue and rule of law in rural governance is exactly what the times need.Through literature review,it can be found that there are a lot of independent studies on rural governance and the combination of virtue governance and rule of law in China.In recent years,there has been a sharp increase in the research on the combination of three governance in rural governance.However,there are relatively few studies on the combination the rule of law and rule of virtue in rural governance.Therefore,the research of this paper can add some content of induction,arrangement and analysis to the field of rural governance and the integration of rule of virtue and rule of law in theory and practice.Rural governance cannot do without the leadership of the Party,government management,public participation.Agricultural economy also can not do without effective rural governance,rural governance also needs in-depth investigation of rural society,discovery of problems,and improvement of various rural system construction.The combination of morality and law has a long history in our country.The country is prosperous because of the co-governance of morality and law.Only rely on law or rely on morality,the country is decay.Foreign countries are also actively building and revitalizing the rural areas.In social governance,the combination of rule of law and moral measures are applied to varying degrees.To understand the meaning,history and reality of rule of law in rural governance and moral governance in rural,clarify the basic connotation and basic requirements of the integration ofmoral governance and rule of law in rural governance,which lay a theoretical foundation for how to better govern the countryside and how to realize the integration of moral governance and rule of law.To improve the level of moral governance and the rule of law in rural society,to better integrate moral governance and the rule of law into the governance of rural society,to improve the rural governance system,and to improve the governance capacity of rural areas,will be conducive to the better realization of rural revitalization.Based on the reading and analysis of a large number of relevant literature,to find the deficiencies of the research,from the domestic and foreign research,different disciplines research and historical vertical comparative study,understand the rural governance,the combination of rule of virtue and rule of law.From the rural investigation and visit,we found the problems of the rural governance,the integration of rule of virtue and rule of law,and sought the path of integration of rule of virtue and rule of law in rural governance.How to revitalize the countryside and govern the countryside,what problems exist in reality,how to integrate the rule of law with the rule of virtue and how to use them effectively,and what ways can we have? This paper tries to combine with the practice and summarize the research results of these problems.In the new era,promoting the integration of moral governance and the rule of law in rural governance in China is conducive to the improvement of the level of the rule of law in rural communities,the improvement of legal literacy and moral literacy of rural communities people,the stable development of rural society,and the realization of the modernization of national governance capacity and governance system.Through literature analysis,comparative analysis,historical analysis and rural investigation and visits,it is found that there are some problems and obstacles in the integration of moral governance and rule of law in rural governance.For example,influenced by the market economy,the moral consciousness of grassroots people in rural governance is weakened.In rural governance,the rule of law is less trusted than the rule of virtue.The combination of virtue and rule of law in rural governance is not enough,and the combination of means and methods is not enough in ideology and implementation process.The shortage of talents in rural governance,the number of the team,the ability to have insufficient.All these lead to the fact that the integration of moral rule and rule of law in rural governance cannot be effectively implemented and developed.At this time,facing the dilemma of rural governance,it is necessary to integrate the rule of virtue and rule of law to solve these problems.This paper summarizes the path of integrating the rule of virtue and rule of law in rural governance: strengthen the balanced publicity of the rule of virtue and rule of law,and enhance the awareness of the rule of law and moral consciousness in rural areas;Adhere to the moral propaganda and the rule of law principle of propaganda,propaganda way to have the innovation and diversity;To formulate village rules and regulations with the combination of law andmorality;We should strengthen the application of combining the rule of virtue with the rule of law in rural governance,and combine the rule of virtue with the rule of law from the aspects of legislation,administration,law enforcement and judicature.Give full play to the leading role of rural governance talents,give full play to the leading role of grassroots Party organizations and the leading role of "new rural sages";We should also improve the supporting system in rural governance,increase investment,attract rural grassroots governance personnel,improve the system and norms of rural grassroots governance personnel,and establish a system of rewards and punishments for the rule of virtue and the rule of law in rural governance.Rural governance cannot be separated from the rule of virtue and the rule of law.The combination of the rule of virtue and the rule of law is a successful experience of governing a country summarized by history,which is also practiced in many major countries today.Research the path of the integrating the rule of virtue and rule of law in rural governance in the new era can make rural governance more scientific and effective,rural society more stable and orderly,and rural development more prosperous.It is of great significance and function for the implementation of combining the rule of virtue with the rule of law,rural revitalization,rural governance,and strengthening the national governance system and governance capacity.
