Research On The Construction Of Social Credit System Compatible With Hainan Free Trade Port

Hainan,the largest special economic zone in China,is expected to become the largest free trade port（FTP）in the world in the coming days.It will continue to explore,innovate and practice in terms of the highest international level of economic development and openness.The construction of the social credit system in Hainan has been endowed with an extremely vital position.The high-level promotion of the construction of the social credit system has been seen as a concrete measure for the modernization of the national governance system and governance capabilities as well as a major strategy for the construction of Hainan FTP.The Hainan Social Credit System did make progress via six dimensions including the logic of data collection,exchange and sharing,integrated innovation,and sound servicedata,platform,supervision,service,system,and publicity.This can be better showed by the established credit infrastructure,coordinated pre-supervision,promoted hierarchical and classified mid-supervision of credit in focus industries.Besides,the effectiveness of promise-keeping incentives mechanism and penalty dishonesty mechanism has gradually emerged.Irrespective of the achievements,there are still many shortcomings and contradictions that the legal system is unsound;the information sharing is obstructed and the application scenarios are not rich.In order that problems occurred can be addressed,the new requirements for the construction of Hainan Social Credit System in the new era will be put forward based on the past experience and current problems.By comparing with domestic and foreign institutional systems and outstanding cases,Hainan will combine its advantageous resources with policies to prejudge the development of Hainan’s social credit system,which may show Hainan the ideas and goals for future development,list the main tasks and key projects about the supply side and the demand side.Through the continuation of the previous work focusing on the overall situation of the construction of the Hainan FTP,the social credit system and application will be further developed,which can also exert positive impacts on extending the shortcomings to solve the problem of weak basic work;optimizing and upgrading the existing database and platform applications;making breakthroughs in key breakthroughs and strengthening top-level design to form a comprehensive supervision pattern where the refined governance is able to form a closed loop of credit applications before,during and after the event.The construction of a social credit system is a long-term and arduous process.It is neither an overnight effort,nor an easy task that can be accomplished merely by a certain field or an expert leader.It is a system which requires cooperation between corresponding economic and social development levels.Not only does the system require the comprehensive efforts among politics,economy,culture,and ethics during the process but,because this is bound to be a long-term,compulsory,and institutional construction process,it is also the historical responsibility for contemporary governments.
