Research On Network Public Opinion Management Under The Background Of Hainan Free Trade Port Construction

The rapid development of the Internet has made it possible for everyone to be a microphone.More and more netizens tend to express their voices on various online platforms,some of which are appeals for interests,some of which are emotional venting,and some of which are deliberate plans for attracting attention.These phenomena aggravate the possibility of the outbreak of online public opinion,and the government’s management of online public opinion faces increasing pressure and difficulty.Hainan province is in the critical period of economic development and social transformation and the opportunity period of free trade port construction.According to incomplete statistics,the report on hainan’s construction of a free trade port has been read by a total of 515 million domestic and international readers.The search volume of Hainan Free Trade Port on Google skyrocketed,with over 1.2 million entries.A lot of attention and Internet browsing will inevitably generate different voices,which may evolve into online public opinions at any time and affect the overall image of Hainan.Therefore,the study of the current situation of hainan’s online public opinion management is of great significance for Hainan to do a good job in shaping domestic and international public opinions and establishing a good external image in the construction of the free trade port.Through literature analysis,observation and interview,this paper takes public governance theory and life cycle theory as the theoretical research basis.This paper expounds the construction of free trade port in hainan under the background of the necessity of network public opinion management,analyzed the network public opinion management present situation of hainan province,found that the public opinion monitoring service outsourcing lead to exist in the whole process life cycle management decision lag,and to the lack of a clear public opinion standard and public opinion in the face of the lack of linkage effect and shortage of manpower management personnel failed to universal coverage.On this basis,the causes of the problems are analyzed,and finally,the optimal path to solve the current public opinion management dilemma in Hainan province is proposed.To be specific,it is necessary to sort out the philosophy of the whole process of public opinion management to avoid the attention to one or the other in the stages of public opinion early warning,research and judgment,guidance and response.In the establishment of public opinion research and judgment of the three-level index system,establish and improve the public opinion linkage mechanism,integration of social service resources service network public opinion management,strengthen the public opinion management team.
