| The "double random,one open" spot-checking supervision is a supervision measure after the reform of the commercial system.Its original intention was to enable the supervision department to implement supervision duties in the face of an increasing number of market players,while avoiding arbitrary enforcement and arbitrary law enforcement.However,although the "double random,one open" spot-checking supervision policy can handle the regulatory authorities’ exercise of supervisory responsibilities,in the spot-checking process,it is inevitable that multiple departments will inspect the same market subject at different times and there will be problems of disrupting the enterprise.To this end,in2019,the State Council proposed a multi-department joint implementation of the "double random,one open" spot-checking supervision policy,trying to reduce the problem of disrupting enterprises through top-level design,but the grassroots execution department is the end of policy implementation because The problem of unsmooth "last mile" has led to the difficulty of implementing the policy.District J of City J has tried to conduct joint spot checks of the department since 2017.This article takes the J district of J city as the research object,combines the Van Mitte-Van Horn policy implementation model to set six factors,and constructs three logical lines from the three factors of standards and objectives,execution agency characteristics,and resources.Interview and observation methods to study how each logic line affects the implementation of multi-sector joint "double random,one open" supervision policy.By studying the current status of the joint "double random and one open" supervision work of multiple departments in the J area,this paper sorted out that the J area mainly has problems in the rule of law,subjectivity of the implementing agency and resource sharing,which leads to the difficulty of implementation,and addresses the problems.Carrying out analysis and research,exploring the reasons behind the laws and regulations formulation,department participation,and social acceptance,and finally put forward countermeasures and suggestions,in order to improve the effective implementation of the multi-sector joint "double random,one open" supervision policy,and improve the joint random inspection supervision effect,try make a certain contribution to the research in this field. |
