| With the emergence of global warming and various extreme climates,the governance of climate change has become one of the focuses widely concerned in the current development process of the international community.From 《United Nations Framework Convention on Climate Change》to《Kyoto Protocol》,the international aviation sector has not been included in the consideration of climate governance.The conference on the Paris Agreement later discussed and authorized the International Civil Aviation Organization(ICAO)to regulate greenhouse gas emissions from international aviation.After more than10 years of research,a market-led measure,the International Aviation Carbon Offset and Emission Reduction Mechanism(CORSIA),were approved of resolution 19 of the 39 th General Conference on all Member States in 2016(later replaced by A40-19 in 2019)to reduce the environmental impact caused by carbon dioxide emissions from the international aviation industry.The International Civil Aviation Organization has issued standards and recommended measures,qualified emission units and other documents to standardize the implementation of the mechanism,so as to help member countries to carry out domestic transformation,and then complete the construction of the basic system of international aviation carbon emission reduction.However,as it is still in the period of baseline and preparatory action,the detailed rules have not been specified in detail in combination with practice,and only procedures have been established for key links in the implementation process of the mechanism.Therefore,there are still many problems in practice,which is far from realizing fair responsibility for emission reduction and reaching the expected target.The principle of common but differentiated responsibilities should not be shaken or weakened and the principle of non-discrimination should not be deviated from during its implementation.In order to assume our country’s international responsibilities,reflecting the responsible power,and fulfill our country’s obligations to achieving carbon neutrality and sustainable development,empirical research methods and comparative analysis methods are used to determine the environmental policy impact which from the goals of climate change policy and aviation biofuels.,the core of the preparation policy,the development trend of the aviation industry and the expected changes,etc.Ultimately,to make recommendations for the better functioning of the international aviation carbon offset and emission reduction mechanism,a certain binding force,a fair allocation of responsibilities,and a transparent consultation mechanism should become a booster for the operation of the mechanism.Also should be an objective analysis from the perspective of China’s domestic and international aviation carbon offsets and mechanism after implementation of the strategy,absorb the advanced experience of the international carbon market link,to further optimize has unified the domestic carbon market,set up dynamic emission reduction system,and adhere to the international cooperation,innovative way of green development,eventually China’s international air effectively and steady economic development of the optimal choice. |
