Study On Polar Governance Mechanism Under The Perspective Of Destiny Community

The issue of Antarctic environment and resources plays a certain role in the current global governance,but in dealing with the global resource shortage,damage to the Antarctic ecological environment and other issues,not a single country can pull back the tide.This is a trans-national and supranational globalization issue and issue that requires a collective response.Therefore,from the perspective of the "community of Shared future",it is helpful to better understand how to shape and operate the Antarctic governance mechanism and promote the legalization process of the international community by considering the governance difficulties under the circumstances of resource constraint and environmental damage in Antarctica.Rule of law is the most effective way to solve public issues such as environment and resource protection.From the perspective of social control,both regional governance and domestic governance need to rely on the common observance and long-term stability and effectiveness of the legal system.First of all,through a theoretical overview of the Antarctic governance mechanism,the concept of Antarctic governance is clarified,the necessity of Antarctic governance under environmental and resource constraints is discussed.Secondly,it focuses on the current situation of the Antarctic governance system,and sorts out the three stages of Antarctic governance,namely scientific research cooperation,resource utilization and environmental protection.Then it analyzes the theoretical and operational constraints of Antarctic resource governance,such as the actual law enforcement limitations or failure of the international inspection mechanism.The current Antarctic governance mechanism mainly relies on the regional international system with the Antarctic Treaty as the core and gradually expanding.Through comparative analysis,economic analysis and other research methods,was carried out on the Antarctic resources management in the process of system supply,through the knowledge of game theory analysis,mining states parties to the Antarctic treaty,in grasps the value concept of "community of destiny",a summary is out of our country gradual adjustment path involved in governance at the South Pole.
