Regulating Online Ride-hailing

The rapid development of ride-hailing has brought many difficulties to the safety regulation of online ride-hailing.How to reduce the safety risk and improve the performance is the core problem to be solved in the regulation of online ride-hailing.Taking Didi ride-hailing as the starting point,this paper sorted out the current situation of online ride-hailing safety supervision from the perspective of collaborative governance,and found that safety regulation of online ride-hailing has gradually developed from individual regulation to super comprehensive regulation,and continues to optimize and upgrade.However,online ride-hailing regulating still has problems such as imperfect legal system,the level of industry self-discipline to be improved,insufficient motivation for coordination among multiple governance bodies,insufficient effective participation and rigidity in collaborative process,lack of feedback in collaborative consequences and weak public awareness of supervision.Therefore,it is necessary to strengthen the research on industry legislation and the construction of industry self-discipline,give play to the catalytic role of functional departments to improve the ability of collaborative governance of multiple governance bodies,establish a pattern of benign interaction among participating bodies,and improve the public’s awareness of safety prevention and supervision.
