Since the 18^thand19^thNational Congress of the Communist Party of China,up and down the whole party to insist on the party’s political construction in the first place,the implementation of the new era of party construction general requirements,the discipline inspection organs to deepen use supervision and enforcement"four kinds of form",focus on punishing corruption around the masses,has claimed a landslide victory against corruption,won the high praise of the whole society.Result is some,but the current party to build a clean government and combat corruption situation is still grim,new problems and new challenges emerge in endlessly,discipline inspection organs as a full implementation of strict party executives,how can you do good to maintain the party constitution and key function of the party discipline,has become the key to the battle.As an important force in the construction of party style and clean government and the fight against corruption,it is of great theoretical and practical significance to further improve the discipline inspection and supervision system to study how to exercise the supervision function and how to urge the departments to fulfill the main responsibility of party style and clean government.This article will comprehensively use research methods such as literature research,observation and case studies to focus on the topic of the study on the operation problems and countermeasures of basic level siscipline inspection and supervision system.First,it will introduce the current background of the reform of the basic level discipline inspection and supervision institutions in China,and briefly summarize the domestic and foreign research status and the latest research results,followed by the introduction of related basic concepts and theories such as principal-agent theory and decentralization theory,taking the B district of N city as an example to introduce the status and operation of the basic level discipline inspection and supervision system after reform.And analyze the reasons for the problems existing in the operation of the dispatched discipline inspection and supervision system.From the aspects of improving the unified management model,strictly implementing the"two responsibilities",strengthening the top-level design and overall planning,and strengthening team building,it is proposed to optimize the basic level discipline inspection and supervision system,in order to continuously improve the effectiveness of supervision by the basic level discipline inspection and supervision agencies on the units.
